Sudhakar
Kesavan serves as the Chairman and CEO of ICF International.
In 1997, he was named President of the ICF Consulting Group
when it was a subsidiary of ICF Kaiser. In 1999, the Group
was divested from Kaiser and became a wholly owned subsidiary of the Company through a joint effort of the management
and CM Equity Partners, and ICF International was launched
as an independent company.
Mr. Kesavan received his Master
of Science degree from the Technology and Policy Program
at the Massachusetts Institute of Technology (MIT), his
postgraduate diploma in Management from the Indian Institute
of Management, Ahmedabad, and his Bachelor of Technology
degree (chemical engineering) from the Indian Institute of
Technology, Kanpur. Mr. Kesavan serves on the Board
of the Rainforest
Alliance,
a New York based nonprofit environmental organization committed to protecting
ecosystems by transforming land-use practices, business practices, and consumer
behavior.
Mr. Kesavan received the Executive of the Year award in the 2009 Greater Washington Government Contractor Awards in the large-sized firm category. In 2007, Washington SmartCEO honored him as one of the Future 50, the magazine’s honor to chief executives of the Washington metropolitan area's fastest growing companies. Executive Vice President - Chief Operating Officer
John Wasson, an Executive Vice President, has been with
ICF International since 1987 and provides day-to-day leadership of the company’s operating groups in the execution of strategies for client relationships, business growth, and development and recruiting. He holds a M.S. in Technology and Policy from
the Massachusetts Institute of Technology and a B.S. in Chemical
Engineering from the University of California, Davis.

Stewart
Chief Financial Officer
Alan Stewart serves as Chief Financial Officer and has been
with ICF International since 2001. Prior to joining the Company,
Mr. Stewart was chief financial officer at DataZen Corporation,
Blackboard, Inc., and Deltek Systems, Inc., which he helped
take public in 1997. Mr. Stewart received his B.S. in Accounting
from Virginia Commonwealth University and is a Certified Public
Accountant. In 2008, Mr. Stewart was named a finalist for the Washington Business Journal Award for Financial Excellence.
Candice Mendenhall
Senior Vice President
Candice Mendenhall joined
ICF International in 2008 as Senior Vice President of Human Resources. Prior to ICF, Ms. Mendenhall served as senior vice president of human resources and shared services at Ratner Companies and has held senior leadership positions with Performance Choice Consulting, Freddie Mac, Manchester, Inc., and Mellon Financial Corporation. She holds a B.S. from Brigham Young University.
Sandra Murray
Senior Vice President
Sandra Murray joined ICF International in 2009 as Senior Vice President of Administration and Contracts. Prior to ICF, Ms. Murray served as Senior Vice President—Finance and Business Operations at Science Applications International Corporation (SAIC), and has held leadership positions at ARINC, Honeywell Technology Solutions, and Atlantic Research Corporation. She holds an M.B.A. in Finance from Loyola College and a B.S. in Accounting from the University of Baltimore.

Douglas Beck has been with ICF
International since 1995. He is the Director of Corporate
Development. Prior to joining ICF International,
he held executive positions at DRI/McGraw-Hill. Mr. Beck
has a Ph.D. and M.A. in Political Science from the University
of Rochester, M.B.A. in International Business from Columbia
University, and B.A. in Economics and Political Science
from the University of Michigan.

Croan
Executive Vice President
Corporate Strategy
Jerry Croan is the former founder and president of Caliber
Associates, which was acquired by ICF International in
2005. A leader in the design and assessment of effective
human services program, he has been recognized for his innovative,
client-focused work by the U.S. Departments of Defense, Justice,
and Health and Human Services. He holds a B.S. and
a M.C.P. (city planning) from the Massachusetts Institute
of Technology (MIT).
Isabel Reiff
Senior Vice President
Isabel Reiff joined ICF in 1989 and has more than 30 years of experience in public policy and program consulting. She leads the firm's business development and marketing. At ICF she has managed client engagements in housing and community development, environment, and transportation. She has also held positions with federal and local governments. She holds a B.A. from Mount Holyoke College and an M.A. in Architecture and Urban Planning from the University of California, Los Angeles.

Frank J. Abramcheck has 25 years of executive leadership, with extensive experience in large-scale information technology and program management solutions in both the public and private sectors, including managing some of the largest IT outsourcing programs in the United States. He leads market research and business processing, inclusive of our call centers and application processing operations. Dr. Abramcheck holds a Ph.D. and M.S. in Physiology from the University of Illinois and a B.A. in Biology from Temple University. |

John Cowdery is the former President and CEO of Jones & Stokes Associates, which was acquired by ICF International in 2008. He has been in the environmental consulting industry for more than 20 years and has been involved in natural resource management, transportation, energy, water-related issues, health and safety, and regulatory development. Mr. Cowdery holds a B.S. in Health from Keene State College, an M.S. in Health from Southern Illinois University, and an M.B.A. from Saint Mary’s College. |

Ellen Glover
Executive Vice President
Technology & Management Solutions
Ellen Glover joined ICF International in 2005 and has 25 years of professional experience in information technology in the U.S. Federal Government market. In 2007, she received the Janice K. Mendenhall Spirit of Leadership Award, the highest honor given by the American Council for Technology and the Industry Advisory Council (IAC). She also received the Federal 100 Eagle Award in 2001 for her efforts to improve communication between government and industry and is past chair of the Industry Advisory Council (IAC). Ms. Glover holds B.A. and M.S. degrees from the University of Pittsburgh. |

Philip Mihlmester

Philip Mihlmester joined ICF International in 1999 and has 30 years of experience in the technical and management direction of engagements in the energy, environmental, and quantitative analysis areas. He also has held executive positions at Aspen Systems and Applied Management Sciences. Mr. Mihlmester has an M.S. in Operations Research from George Washington University and an A.B. in History from Columbia.

Sergio Ostria joined ICF in 1999 and has more than 20 years of experience developing and leading multidisciplinary teams servicing government and commercial clients in the U.S., Latin America, Europe, and Asia. David Treitel

David Treitel is the former president of SH&E, which was acquired by ICF International in 2007. He has provided consulting services in the commercial aviation industry for more than 30 years. His expertise includes route, fleet, and strategic planning; finance and valuation; restructuring; industry analysis; management consulting; and corporate strategy services. He has appeared as an expert witness before the U.S. House of Representatives Aviation Subcommittee, Department of Transportation, and state and federal courts. Mr. Treitel holds a B.A. from Middlebury College and M.B.A. from Columbia University. |

Donald Zimmerman
Executive Vice President
Donald Zimmerman is the former CEO of Synergy,
Inc.,
which was acquired by ICF International in 2005. He is the Director of
ICF's Defense/Intelligence Group and has performed and led numerous
client engagements in public policy, program analysis,
and economics. He has
held economic policy positions at the White House and at
the Federal Trade Commission. Mr. Zimmerman holds both
a B.S. and an M.S. in Economics from Illinois State University.
