ICF’s Center for National Security Research (CNSR) supports the U.S. Department of Defense (DoD) and national security organizations across a broad array of workforce development and IT services. More specifically, the service areas include training development, training evaluation, survey design, survey administration, and a variety of program and faculty evaluation efforts designed to improve organizational performance by developing, validating, and implementing systems that enhance individual performance and workplace activities.
The CNSR houses a multidisciplinary group of behavioral science experts that have many years of experience in providing technical consulting services to DoD and other federal agencies. Our CNSR staff offer a comprehensive suite of services that includes:

Selected Projects
- Completion of a two-year effort training needs analyses for mission critical work roles at a major national security agency.
- Development and implementation of a training evaluation program for a major national security agency. Currently, this ongoing effort administers in excess of 40,000 surveys to training recipients on an annual basis.
CNSR staff and project team members are conducting the following projects for major national security agencies:
- Development of revised blended e-learning curricula for two core mission work roles.
- Conducting a training needs analyses for four education and training career work roles.
- Evaluating the impact of training at a major security agency using the Kirkpatrick model of training effectiveness.
- Conducting a training needs analyses of a remote learning and education support work role.
- Conducting a blended e-learning development of and SQL software course.
- Conducting several program evaluation efforts.
- Developing, designing, and administering climate and attitude surveys.
Expert Consulting Project. ICF’s Center for National Security Research (CNSR) has been engaged to provide expert human capital consulting to a national security agency. The primary objectives of this effort are to provide access to nationally recognized experts for expert consulting and assist a national security agency staff in formulating optimal questions for the contracted experts.
During this engagement, the ICF team will implement actions to help the agency personnel in the following three primary avenues:
- ICF will contract with nationally recognized experts to make them available to agency staff for expert opinions on human capital issues.
- ICF team senior staff will advise the agency staff in the development of suitable questions for the outside experts, leveraging their understand of the agency mission and associated agencies at large.
- ICF team members will coordinate the development of special projects for the agency personnel based on identified requirements. At the direction of agency personnel staff these may include conferences, white papers, conference submissions, and presentations.
This effort supports the overall operational objectives of the agency's office in providing policy guidance to affiliated agencies and identifying optimal human capital management practices for the affiliated agencies.
Learning Evaluation. ICF’s Center for National Security Research (CNSR) has been engaged to provide expert learning evaluation support to a national security agency. This project provides learning evaluation analyses for all skill-based courses of the agency. Over 1,900 curricula representing thousands of courses are evaluated using the Kirkpatrick model of learning evaluation. These evaluation efforts are organized in and around the following tasks:
- Providing analysis and reporting into Kirkpatrick Level I type data
- Providing analysis and reporting into Kirkpatrick Level II type data
- Providing analysis and reporting into Kirkpatrick Level III type data
- Providing interpretative reports on the performance of specific courses or curricula to agency decision makers
In achieving these results ICF will administer approximately 30,000 Web-based surveys over a single-year period.
