Continuity of Operations Planning (COOP)
Command, Control, and Communications Portal
(C3PO)
U.S. Air Force (USAF)
The Air Force is determined to migrate from
currently ineffective and inefficient Continuity
of Operations (COOP) planning, execution, and
assessment processes into an integrated management
system that works better while reducing costs
of operations under the current system. The
HQ USAF COOP Plan provides recommendations
on appropriate actions in event of emergencies/hostile
actions involving Headquarters Air Force (HAF)
Staff and a command, control, and communications
(C3) mechanism to recall, relocate, and reconstitute
HAF COOP members. ICF International is constructing
an integrated C3 portal (C3PO) to improve the
speed, accuracy, security, and survivability
of COOP C3. This system will improve on the
current manual processes and provide a single
SIPRNet workspace for all operator actions
while integrating with existing and future
Air Force technical architectures.
C3PO provides a central repository for all
content associated with the Air Force COOP
plans and programs. It enables the development
and maintenance of HAF and Emergency Planning
Coordinator (EPC) continuity plans and associated
data. From this data, C3PO executes notification
and relocation processes of Emergency Relocation
Staff (ERS) through a variety of messaging
devices. It provides an integrated dashboard
demonstrating critical command and control
data, such as "faces-to-spaces" status,
and reflects near real-time data, providing
situational awareness such as force protection
changes, intelligence updates, and weather
patterns. Ultimately, C3PO will be integrated
into the Air Force Enterprise Portal – SIPRNet
(AFP-S).

Emergency Preparedness
U.S. Army and U.S. Federal Emergency Management Agency (FEMA) Chemical Demilitarization
Sites
ICF International supported the U.S. Army and
the U.S. Federal Emergency Management Agency
(FEMA) regarding the Chemical Stockpile Emergency
Preparedness Program (CSEPP), an integral program
associated with the chemical demilitarization
process that focuses on ensuring that local
communities near the stockpile depots have
employed the appropriate safety measures and
precautions to protect the public from any
accidental chemical release. ICF International
chaired the Integrated Process Team Committee
and participated in community emergency preparedness
exercises.

Policy and Programmatic Support
U.S. Army Chemical Demilitarization Program
ICF International has supported the Office of
the Deputy Assistant Secretary of the Army,
Chemical Demilitarization, since 1997. The
focus has been to assist with organizing, coordinating,
and conducting support services. ICF International
deploys its subject matter experts to provide
advice and make recommendations in all areas
related to the destruction of chemical agents
and munitions. Technical and analytical support
includes preparing information and point papers,
developing outreach strategies, and preparing
independent assessments related to numerous
program areas

Flood Recovery and Control
U.S. Army Corps of Engineers, Grand Forks, ND
In Grand Forks, North Dakota, ICF International
was involved from the beginning, helping to
establish an action plan and management structure
for the recovery; identify the personnel, space,
and equipment needed; and assess various forms
of permanent flood control proposed by the
U.S. Army Corps of Engineers. Through our continued
work with the city, we helped assess the impact
of the disaster upon the business economy and
municipal finances, established financial management
systems, and assisted with the development
of a recovery strategy for its traditional
downtown. By contributing land-use planning
support, urban design assistance, and housing
and economic development expertise, we were
able to help Grand Forks develop a housing
strategy and the design for both a housing
and a commercial rehabilitation program. We
also helped the city to develop a new downtown
office building that served as the linchpin
to the city’s recovery.

Domestic Emergency Response Information
Service (DERIS) Secure, Web-based Portal
U.S. Federal Emergency Management
Agency (FEMA) and U.S. Department of Defense
(DOD)
In the aftermath of terrorist attacks in September
2001, ICF International helped FEMA and DOD develop
a capability to command and control their disaster
response units during domestic crises. Our
disaster response solution enables real-time
collaboration with external federal, state,
and local agencies involved in national emergency
response. ICF International designed and developed
a secure, Web-based information service that
supports coordinated domestic emergency response.
Our portal ensures that timely, accurate, and
secure information flows both vertically through
the command chain and horizontally among government
entities. The federation of networks provides
national high-speed access; a redundant and
survivable infrastructure; real-time integrated
voice, data, and video capabilities; and access
to wireless systems and services.
The DERIS project received an Air Force Communications
and Electronics Association (AFCEA) Golden
Link Award for 2003 for "providing a highly
innovative solution to a specific government
challenge." |
