Weapons Systems Sustainment and Supportability Analysis
U.S. Air Force

ICF International provides logistics sustainability and supportability analysis to the B-1, F-15, C-130, and C-130J System Program Offices (SPO). ICF International analysts employ LASAR (Logistics Analysis Supportability Assessment Resource), an ICF International-developed, Microsoft® Access-driven supply chain analysis tool to collect, sort, analyze, and evaluate data to give instant, clear visibility of where problems are developing, allowing supply chain managers to develop solutions in advance of train wrecks. Instead of stumbling over problems, managers can see and fix today's problems and, by studying trends, preclude tomorrow's.

ICF International supply chain experts analyze the impact on fleet readiness of reparable and consumable spare parts managed at all AF Air Logistics Centers (ALCs), Defense Logistics Agency (DLA) Supply Centers, and other Service Inventory Control Points. Our analyses provide information relative to Overage Backorders, Foreign Military Sales support, Critical Item identification, Supply Sustainment Drivers, Issue and Stockage Effectiveness trends, Root Cause Analysis, MICAP Reporting, Sales Tracking Analysis, and Business Plan Analysis to help System Support Managers (SSM) meet the ultimate goal of putting more combat-ready aircraft on the line.

Weapons System Operational and Cost Benefit Analysis
U.S. Air Force

ICF International analysts provide the Systems Program Offices (SPO) for the B-1, F-15, C-130, and E-3 airframes with completed Total Cost of Ownership (TOC) charts to identify various costs by year with cost per flying hour for each area. We identify changes in cost and the factors that drive any cost increase/decrease. We also identify the high cost drivers for these airframes down to the National Stock Number (NSN) level.

ICF International provides the SPOs with comparative analyses that represent the evaluation of the results of the baseline and modified case results in costs, spares requirements, pipeline times, reliability and maintainability (R&M), and in operational performance. These analyses use actual supply chain pipeline performance data, operational performance data, and R&M to determine life cycle costs for both the baseline and the modified case. Our analysts' assessments offer guidance on increasing reliability and/or life cycle costs to show how to optimally spend monies to increase overall weapon system performance. We also provide information on diminishing manufacturing sources impacting spares and trends/major drivers to help select improvement candidates that provide the greatest return on investment in terms of readiness or sustainability.

Advisory and Assistance Services for Depot
Maintenance Transformation
Oklahoma City Air Logistics Center, Maintenance Directorate, Maintenance Transformation Office (OC-ALC/MA-T)

ICF International is helping OC-ALC transform its depot maintenance process to make it leaner and more responsive using commercial best practices, including facility redesign, cellular manufacturing, and lean acquisition tenets to provide strategic planning, life cycle acquisition support, and program management support. We developed a multi-year plan for the complete transformation of the OC-ALC aircraft maintenance facility to a lean, cellular organization. This plan is now directing the future course of the ALC and is being used as a transformation guide by other facilities within the command. ICF International's strategic plan has become the foundation of the MA Integrated Master Plan.

By supplying MA-T with flexible, on-demand program office, acquisition, and Lean expertise instead of the typical highly-structured, full-time PMO support staff, ICF International has been able to deliver the right support in the right amounts at the right time. This strategy ensures that MA-T spends valuable funds on the transformation effort vice inefficient program office support. ICF International also passes along cost-savings to its MA-T customers whenever feasible by avoiding inflated labor rates when filling staffing needs.

Program Management and Technical Support
Civil Engineering and Environmental Management Office
Missile Defense Agency (MDA)

ICF International provides program management and technical support to MDA’s environmental stewardship and Ballistic Missile Defense System (BMDS) test and deployment activities. ICF International develops and reviews National Environmental Policy Act (NEPA) documents related to the acquisition, testing, and deployment of proposed BMDS technologies. The work involves coordinating several branches of the military and numerous other federal and state government agencies, as well as the use of cleared staff and facilities. ICF International is preparing a programmatic environmental impact statement (EIS) for BMDS that involves technologies and systems ranging in maturity from PATRIOT missiles to directed energy weapons (lasers) and kinetic energy intercept concepts from space-based satellites. ICF International also developed and is maintaining MDA’s environmental knowledge management system known as the Library of Environmental Analysis Documents or LEAD system. The LEAD system has allowed MDA to streamline its environmental compliance activities.

Support to the Chemical Demilitarization Program
Acting Deputy Assistant Secretary of the Army for the Elimination of Chemical Weapons (DASA(ECW))

Since January 1998, ICF International has provided on-site support to DASA(ECW). ICF International’s main focus has been to organize, coordinate, and facilitate technical support for the Chemical Demilitarization Program (CDP), which consists of the Chemical Stockpile Disposal Project, Non-Stockpile Chemical Materiel Product, Chemical Stockpile Emergency Preparedness Program, and the Alternative Technologies and Approaches Project. ICF International provides legislative analytical support for congressional visits and hearings, including preparation of study books and coordination of official responses and questions for the record submissions; assists in the development and drafting of legislative strategy necessary during the Congressional Budget cycle; and prepares briefings and speeches on subjects pertaining to the CDP for audiences of various backgrounds and interests both nationally and internationally. ICF International has provided a mix of dedicated on-site personnel and strategically used subject matter experts to provide DASA(ECW) with timely and cost-effective analyses of NEPA and other health and safety issues and recommendations.

Acquisition Management Support
Joint Chiefs of Staff
U.S. DOD

ICF International provides expert advice in acquisition management to improve the overall effectiveness of Joint Staff management processes and procedures. ICF International analyzed the Joint Staff acquisition/procurement processes, developed a flow chart depicting an effective acquisition business process, and supported the development of requirements for the Joint Staff Automated Contract Management System. We also review all requests for proposals (RFP) developed for major procurements and provide advisory support to those persons responsible for drafting RFPs.

Assessment of Technology Investments
U.S. DOD

ICF International is using its Third Generation R&D Management methodology to select investments for project portfolios. A "first generation" organization treats R&D as a cost center with little linkage to strategy; talented people are hired and put in a creative setting; and results are hoped for, but not counted on. “Second generation” management analyzes each project for its contribution to mission, risk, costs, and other relevant criteria, but makes independent investment decisions for each project. “Third generation” management also analyzes each project in context to investment decisions, addressing the whole portfolio, not projects in isolation. The result is a portfolio that strategically balances purposes, timeframes, risks and rewards. The process also provides a common language for evaluating investments across the organization.

Portfolio Management
Research and Development Agency

ICF International is helping a defense research and development organization view its R&D projects as a portfolio designed to best meet future military performance goals, rather than a series of individual projects. The team developed a framework with multiple criteria for assessing each project's contribution to meeting military requirements, technology risks, and life cycle costs. The portfolio can then be evaluated for balance across potential payoffs, risks, timing of benefits, first costs, operating costs, and many other considerations. The framework is used to allocate resources, accelerate certain projects, and de-emphasize others. It also serves as a communication tool to best explain to stakeholders how and why R&D resources are being allocated.

Implementation Support
Program Executive Office
National Security Personnel System (PEO-NSPS)

ICF International is assisting the PEO-NSPS with the collection, analysis, and documentation of formal public comments on the proposed enabling regulations for NSPS. Based on this work, the PEO will develop a final rule and defensible supporting administrative record that makes maximum use of public input and feedback. Using the CommentWorksSM software application to review, analyze, and document public comments during a six-month period throughout the implementation of the rules, ICF International will help to generate briefings and reports to ensure that NSPS-PEO staff and managers are quickly and thoroughly informed of the nature and content of public comments received on the proposed rules.
