TSCA Program Analyses of Markets,
Chemical Use and Substitutes, and Alternative
Technologies, for the U.S. EPA, Office of Pollution
Prevention and Toxics
ICF International performs economic and regulatory
analyses in support of programs required under
the Toxic Substances Control Act. The analyses
are mainly of cost, economic impact, benefit,
and regulatory impacts of proposed actions. ICF International provides market and market segment
analyses, evaluates the technical and economic
feasibility of substitutes and alternative technologies,
and addresses other issues as necessary.
Alternative Financing Mechanisms
for State Water Programs, for the U.S. EPA, Office
of Water
ICF International prepared a decision paper for EPA
on alternative financing mechanisms for state
water quality and drinking water programs. Oriented
towards actions for states to increase their capacity
for funding, the paper addressed potential funding
shortfalls; alternative funding mechanisms; techniques
for managing revenues; leveraging schemes; and
actions which EPA could take to support the states.
The paper also presented evaluation criteria for
states to use in selecting appropriate financing
mechanisms.
Lobito-Benguela Water and
Sanitation Reorganization, for the World Bank
ICF International conducted a reorganization study
for the water and sanitation company of these
two large coastal cities in Angola. ICF International
prepared an assessment of human resource capabilities,
financial performance, and technical performance.
In the final study, ICF International presented a
new organizational structure; specific responsibilities
for each department; specific actions that could
improve efficiency in the short term; foreign
technical assistance needs; and a detailed implementation
plan.

Regional
Environmental Management Plan, for the Russian Ministry
for Emergencies
ICF International assessed the economic, legal, and
environmental situation in the Altai region of Russia.
Based on this assessment, ICF International developed
an action plan which addressed pollution prevention,
environmental regulation, and natural resource management.
Options explored included pollution taxes and a
system of regional insurance. Economic incentives
to attract foreign investors were also included
in the action plan.
Waste Management Institution
Building in Developing Countries, for the U.S.
EPA
ICF International helped develop guidance and training
for developing countries in the areas of institution
building and waste management techniques. ICF International completed a "Needs Assessment"
for Argentina, Brazil, and Venezuela. These studies
investigated organizational structures in place
and the ability of these structures to handle
various programs. The long term goal was to orient
environmental management along the lines of pollution
prevention and waste minimization. Basic environmental
management and response capabilities were addressed
for the short term.
