U.S. Air Force (USAF)
The Air Force is determined to migrate from
currently ineffective and inefficient Continuity
of Operations (COOP) planning, execution, and
assessment processes into an integrated management
system that works better while reducing costs
of operations under the current system. The
HQ USAF COOP Plan provides recommendations
on appropriate actions in event of emergencies/hostile
actions involving Headquarters Air Force (HAF)
Staff and a command, control, and communications
(C3) mechanism to recall, relocate, and reconstitute
HAF COOP members. ICF International is constructing
an integrated C3 portal (C3PO) to improve the
speed, accuracy, security, and survivability
of COOP C3. This system will improve on the
current manual processes and provide a single
SIPRNet workspace for all operator actions
while integrating with existing and future
Air Force technical architectures.
C3PO provides a central repository for all
content associated with the Air Force COOP
plans and programs. It enables the development
and maintenance of HAF and Emergency Planning
Coordinator (EPC) continuity plans and associated
data. From this data, C3PO executes notification
and relocation processes of Emergency Relocation
Staff (ERS) through a variety of messaging
devices. It provides an integrated dashboard
demonstrating critical command and control
data, such as "faces-to-spaces" status,
and reflects near real-time data, providing
situational awareness such as force protection
changes, intelligence updates, and weather
patterns. Ultimately, C3PO will be integrated
into the Air Force Enterprise Portal – SIPRNet
(AFP-S).

COOP
Plan Development for 16 Florida Counties and
Cities
ICF International developed all-hazards
COOP plans for six critical services (fire/rescue,
law enforcement, emergency management, 911
communications, emergency medical services,
and public works/engineering) for 16 Florida
jurisdictions. In developing the COOP plans,
ICF International used a multistep process
that involved extensive, ongoing interaction
with key personnel from the identified government
agencies.

COOP and COG Support for the National Security
Emergency Preparedness (NSEP) Program
ICF International assists the U.S. Environmental Protection
Agency (EPA)’s NSEP program through analytical
and technical support, such as revising COOP
and COG plans, participating in inter-agency
meetings, and providing on-site staff to operate
and maintain EPA’s Emergency Operations
Center (EOC) in Washington, D.C. ICF International
also reviews and analyzes Executive Orders,
National Security Directives, and Homeland
Security Directives; updates EPA’s policy
on COG planning and implementation; and develops
and supports training and exercises on NSEP,
COOP, and COG.

COOP Plan Development for the U.S. Department
of Energy (DOE), Office of Fossil Energy (FE)
Headquarters
ICF International developed the
COOP Plan for the DOE FE Headquarters. This
plan follows a comprehensive, all-hazards
approach designed to ensure continued execution
of essential government functions during and
following all types of emergencies. The plan
assists FE personnel in identifying and prioritizing
critical agency functions, and in providing
continued operations without interruption.

Business
Continuity Plan Development and Training
(DCEMA) (2002 – 2003)
ICF International
developed a model business and industry continuity
plan for the District of Columbia Emergency
Management Agency, and conducted 12 business
and industry training courses to educate private
sector employees on comprehensive emergency
management planning and business continuity
planning. Participants were trained regarding
risk and vulnerability assessment, emergency
communications, and standard operating procedures.
The program included a "how to develop
a business continuity plan" component
and a planning toolkit. |
