Development Training Program, U.S. Defense Finance
and Accounting Service (DFAS)
The U.S. Defense Finance and Accounting Services
(DFAS) faces organizational restructuring, outsourcing
of some of its services, and greater demands for
customer service. ICF International designed, developed,
delivered, and evaluated a leadership/ management
development program to prepare future DFAS leaders
and improve overall leadership and management
skills. Our 14 courses are tailored to the needs
of three groups of DFAS managers supervisors,
managers, and executives. Courses include performance
measurement, management development, organizational
leadership, strategic leadership for executives,
and strategic communication. Our courses meet
specific DFAS leadership development qualification
standards and competency requirements, and enable
employees to apply knowledge of newly acquired
leadership and management skills to DFAS projects.
Modern Management Skills Curriculum,
U.S. Department of Energy (DOE) Nuclear Facility
ICF International delivered its 15-session Millennium
Management Series Program to U.S. Department of
Energy (DOE) mid- and upper-level managers. These
managers are responsible for realigning functions,
business practices, and processes to adapt to
a new nuclear facility mission and to new performance
measures. The customized four-hour sessions included
performance management skills, empowered teams
management, systems thinking, motivating knowledge
workers, communication and collaboration, customer
focus, and knowledge management. This facility
now is considered one of DOE's top performers.
Leadership Competency Analysis,
U.S. National Science Foundation (NSF)
To fulfill its role as a leader in the science
and engineering community in a fluid environment,
the U.S. National Science Foundation (NSF) must
support continuous learning, especially in strengthening
leadership skills. ICF International was tasked to
develop a validated leadership model to use as
a basis for a skills curriculum for their executives.
ICF International benchmarked best practices in leadership
development programs in the public, private, and
nonprofit sectors; performed a needs assessment
of the organization; and developed a validated
competency matrix with definitions.

Management
Enhancement Program, U.S. Drug Enforcement Administration
(DEA)
The U.S. Drug Enforcement Administration (DEA),
with the help of ICF International, conducted an organizational
and staff productivity assessment. ICF International
made specific recommendations to improve key management
skills, build staff unity, and find new ways to
continue the organization's improvement through
the design and delivery of a series of management
training sessions. The sessions combined practical
management skills with practical applications of
the skills in the DEA context. ICF International staff
interviewed all managers and staff to create a Management
Enhancement Program consisting of a 12-module series
based on an analysis of the needs of managers.
Senior Leadership Retreat,
U.S. Environmental Protection Agency (EPA)
For a newly formed U.S. Environmental Protection
Agency (EPA) office, ICF International facilitated
a two-day senior leadership retreat to help senior
managers enhance their collaboration skills and
improve their ability to manage successfully in
the midst of uncertainty. In addition to presenting
leading management trends, we developed group
exercises and facilitated discussions that led
to strategies for managing in times of transition.
We developed a list of cross-office initiatives
that facilitated collaboration and innovation.
This cross-group collaborative approach subsequently
was applied to the office's budgeting process
to better establish priorities and focus resources.
