Transportation Security

Transportation SecurityWith increased attention on terrorism, the security and safety of the transportation infrastructure are even greater priorities. Both government and the transportation industry must adapt to a rapidly changing landscape, including the establishment of the U.S. Transportation Security Administration (TSA) and other organizations.

For more than 20 years, ICF International has been providing emergency management and transportation services to numerous private companies, industry associations, and government agencies, such as the U.S. Department of Transportation (DOT) and the TSA, including recent work addressing domestic preparedness and transportation security.

ICF International also can help government agencies provide industry and the public with guidance on transportation security matters, security studies, exercises, training, and outreach. Further, transportation agencies may be challenged to develop regulations quickly to address transportation security and may need to develop audit programs to ensure security compliance. For regulatory support, many government agencies have turned to ICF International for our extensive knowledge of the regulatory process and our technical expertise in emergency management, transportation, and security.

For transportation systems and facilities, the level of security must be cost effective and consistent with the threat. We can assist transportation managers or agencies in performing security assessments to identify potential threats and vulnerabilities to the transportation system. We can propose countermeasures, which may include physical and nonphysical actions taken to deter or prevent a terrorist incident or to mitigate the damages in the event of an incident. We can develop customized transportation security plans to formalize the strategy for implementing the recommended countermeasures.

No security program is complete until those responsible for its execution have been trained and allowed to demonstrate their proficiency in executing the plan or program. ICF International can conduct awareness training for local transportation organizations and emergency responders. Also, we are particularly skilled and experienced at developing and facilitating exercises to verify the capability to respond to terrorism attacks.

DETAILS OF SELECTED PROJECTS
U.S. Transportation Security Administration (TSA) Support

ICF International provides support to the the U.S. Transportation Security Administration's (TSA) Policy Executive Steering Committee (PESC). The PESC is a senior-level, decision-making forum established to guide TSA efforts to develop transportation security regulations and other policy actions, and ensure that key management decisions are made in a timely manner.

Rail Security Plan Review

As part of a team of experts, ICF International supported the U.S. Federal Rail Administration in reviewing the rail security analyses and plans completed by the Association of American Railroads, particularly with regard to hazardous materials transportation. Support is also being provided to Amtrak in the review and further development of its security plans.

Enhancing Security of Hazardous Materials Shipments Against Acts of Terrorism and Sabotage

For the U.S. Department of Transportation's (DOT) Research and Special Programs Administration, ICF International developed a tool to enhance the security of hazardous materials transportation by highway, rail, vessel, and aircraft against acts of terrorism.

Maritime Security

For the European Commission, ICF International is conducting an economic analysis of the costs of implementing maritime security measures for ships, terminals, and ports in the European Union.

Protection of Railway Transportation Infrastructure

For a private railroad, ICF International developed guidance for emergency response to incidents at critical transportation infrastructures (e.g., bridges, tunnels), as well as high population areas and sensitive environments.
