Rail Security Plan Review
As part of a team of experts, ICF International supported
the Federal Railroad Administration in reviewing
the rail security analyses and plans completed
by the Association of American Railroads, particularly
with regard to hazardous materials transportation.
Support is also being provided to Amtrak in the
review and further development of its security
plans.
Transportation Security Administration
(TSA) Support
ICF International is currently supporting TSA's Policy
Executive Steering Committee with meeting logistics
and tools to better carry out its mission to protect
the U.S. transportation systems.
Enhancing Security of Hazardous
Materials Shipments Against Acts of Terrorism
and Sabotage
For the U.S. Department of Transportation's Research
and Special Programs Administration, ICF International
developed a tool to enhance the security of hazardous
materials transportation by highway, rail, vessel,
and aircraft against acts of terrorism.
Protection of Railway Transportation
Infrastructure
For a private railroad, ICF International developed
guidance for emergency response to incidents at
critical transportation infrastructures (e.g.,
bridges, tunnels), as well as high population
areas and sensitive environments.

Analysis of Ship and Port
Security Measures
ICF International is performing a study for the European
Commission on future European Union (EU) legislation
pertaining to maritime security. The focus of
the study is to identify efficient and effective
security requirements on vessels (per new International
Maritime Organisation requirements) and for ports,
as well as the associated financial ramifications
for each EU member country.
The study includes extensive consultation with
vessel officers, shipowners, terminal operators,
port authorities, national agencies, and international
organizations. Both fixed capital and ongoing
operating costs for staffing and maintaining security
systems are being addressed, as well as those
costs related to the administration that will
be necessary to enforce the legislation and guarantee
trading partners that EU ships and ports are secure.
The effort will also outline the timing requirements
for designing, implementing, and enforcing all
these systems, organization, and administration.
