ICF’s Integrated Approach to REACH

ICF understands that every business is different, and we can help identify solutions specific to each organization’s needs. To help organizations manage and implement REACH activities, ICF provides program management, management tools, technical support and partnerships with REACH experts based in Europe.

ICF manages numerous large-scale implementation programs for private- and public-sector clients. We have the ability to consolidate management of REACH implementation services, including identifying and coordinating consulting firms, laboratories, technology providers, and expert REACH resources.

As a company’s partner in achieving REACH compliance, ICF can help manage requirements and opportunities in the following areas:

REACH Business Strategy

With ICF’s combined expertise in toxicology and other risk sciences, information technology, economic analysis, and organizational design, we can help companies with strategic planning and decision making. For example, REACH may force companies to evaluate whether to remove a product from the market or, anticipating impacts on competitors, REACH may create an opportunity for companies to expand market share. ICF strategic services include:

  • Assessing potential socioeconomic impacts of REACH
  • Conducting activity and cost analysis for aspects of compliance
  • Examining use patterns and product characteristics affecting cost
  • Evaluating whether an organization should keep its product in the European market

Operational Model and Business Process Development

Organizations complying with REACH have opportunities to improve existing business processes and develop new processes to respond to new and emerging REACH data requirements. ICF has worked with clients for years to evaluate, design, reengineer, and implement business processes and information management strategies. ICF has a well-established approach and experience with a wide range of leading enterprise architecture and process modeling tools.

Substance Data Management and Analysis

REACH requires companies to share available information, and many are forming REACH consortia to leverage resources and collaboratively evaluate classes of chemicals. ICF has critical experience and skills to support consortia or companies in compiling and evaluating chemical data.

ICF has more than 25 years of experience conducting human health and ecological risk assessments of chemicals and has prepared chemical dossiers and safety reports with content and analysis essentially identical to what is required by REACH.

Gathering and reviewing chemical data will be crucial steps in the REACH process. Among its various services, ICF can:

  • Help compile substance inventory
  • Assess the chemical, physical, and toxicological test data client organizations already have available
  • Design and perform literature searches to supplement available data
  • Conduct chemical substitutes and socioeconomic analyses
  • Develop and implement strategies for risk assessments

In addition, ICF has teamed with Penman Consulting BVBA (headquartered in Brussels) to provide consortia management services, offering an excellent combination of expertise in REACH requirements and systems, strong logistics skills, and ten years of experience providing similar program management support to technical workgroups. Effective and timely communications among the parties of a REACH consortium, clear project planning, and milestone tracking are critical to the consortium’s success. ICF has proven experience supporting active REACH consortia, helping to ensure the program is well organized and all the details and challenges are addressed using REACHsuite and other tools. ICF, and its partners, focus on achieving the most important objective: complying with the REACH requirements as efficiently and as quickly as possible.

Enabling Tools—Activity Tracking and Training

REACH is complex and triggers a myriad of new activities that need to be defined, tracked, and managed by consortia and individual companies. Without sufficient training and tools to manage REACH compliance activities, organizations are at risk. ICF offers solutions to manage REACH activity tracking and can provide information and training to help organizations enhance their understanding of REACH. In addition to designing and leading training programs, ICF develops training and knowledge management portals, delivering updated training material and content as regulations or market conditions evolve.

Change Management

Economic challenges combined with the new REACH requirements are leading organizations to streamline their operations. ICF can help determine the most effective strategies for dealing with these changes and align business processes, resources, and people to support the organizational mission.

REACH requires collaboration and internal and external communication of information. Within an organization, core business functions such as product stewardship, human resources, procurement, manufacturing, and sales and marketing could be affected by REACH-related interactions. Organizations may also participate in substance information exchange forums or consortia that need strategies and facilitation to meet the REACH requirements. Additionally, management of and interaction with supply chain partners will change as a result of REACH. ICF helps officers and managers identify potential leverage points and obstacles and uses this information to develop realistic plans for accomplishing goals. Our process mapping and analysis techniques can lead to more efficient work efforts and more effective information flows.
