A few of our clients’ successes in the workforce development arena are outlined below.



Major Utility Company, Houston, Texas—
CSR Benchmarking

ICF performed a corporate social responsibility (CSR) benchmarking study with emphasis on corporate giving. The company was benchmarked against other utilities, other major Houston companies, and other Fortune 250 companies. This study enabled the company to determine its CSR strategy moving forward.


Major Oil Company—Work-Life Needs Assessment

ICF conducted focus groups of employees around the nation and then developed a survey for 16,000 employees. Market studies were conducted in major geographic locations to determine the extent of community services that could assist employees. The final report included a recommended work-life strategy and action plan.

We have also performed work-life needs assessments for a wide range of companies, including pharmaceutical, medical testing, manufacturing, and professional services, as well as hospitals.


Texas Governor’s Office and Texas Workforce Commission—Workforce Development Strategy

ICF assessed and documented the challenges in building the workforce capacity necessary to support the anticipated growth in the petrochemical and energy industry clusters throughout Texas. Suggested solutions were developed for each challenge. Labor market demand, skill needs, skill supply forecast, and regulatory and legal constraints were all analyzed in order to develop suggested strategic directions and approaches to improve the alignment and integration of the workforce, education, and economic development communities within the petroleum refining, chemical products, and energy (mainstream power, renewables, and upstream oil and gas) clusters. 


Louisiana Recovery Workforce Training Program

ICF plays a key role in the Louisiana Recovery Workforce Training Program which focuses on two regions affected by Hurricane Katrina and Hurricane Rita. With the goal of recruiting, training, placing, and retaining workers to recover workforce displaced by these hurricanes, we are providing outreach and recruitment activities, assessing skills, analyzing labor market data, developing and implementing a retention plan, and providing ongoing performance measurement.


Corporate Child Care Development

We have developed more than 30 child care centers for government and private-sector organizations, including universities, hospitals, major corporations, and high-profile government agencies. We also have an active child care team based in India.


American Society of Training and Development (ASTD)—Executive Succession Planning Benchmarking

ICF teamed with ASTD to conduct a benchmarking study on the strategic and tactical approaches to executive development. ICF conducted interviews with chief learning officers and directors of executive/leader development from a range of organizations, including American Express, Wachovia, Marriott, Grainger, United Way, Accenture, and others. With the interview findings, ICF identified trends in executive development, which were methodically organized under the following categories:

  • Key components of an executive development program
  • Decision making and selection
  • Roles and responsibilities
  • Performance measurement
  • Challenges

We also looked at unique ideas and identified exemplary executive development programs.

ICF regularly trains senior HR managers on best practices in leadership development and succession planning.
