ICF International's Brian Smith Wins the Air Quality 2006 Outstanding Individual Service Award

Award Honors Outstanding Contributions to Texas Clean Air

WASHINGTON, DC, November 14, 2006 – ICF International (Nasdaq: ICFI) announced today that the organizers of the Air Quality 2006 Energy Leadership & Emissions Reduction Conference honored ICF’s Brian Smith with the Outstanding Individual Service Award on Thursday, October 12, 2006 in Houston, Texas. The organizers (the Energy Systems Laboratory of the Texas A&M University System and the Texas Commission on Environmental Quality) recognized Brian for his outstanding contributions to air quality in Texas through his support of energy efficiency and renewable energy programs in the state.

Mr. Smith has directed programs across diverse issues including energy efficiency, clean technology transfer, waste prevention, waste management, water conservation, watershed protection, wildlife conservation, and sustainable forestry. During the past five years, Mr. Smith has led ICF’s implementation, in close cooperation with its utility clients, of regional ENERGY STAR® Homes Programs that have delivered more than 115,000 ENERGY STAR qualified homes, achieved annual peak demand savings exceeding 221 MW (mega watts) and 284 million kWh (kilowatt-hours), and prevented more than 224 million lbs of greenhouse gases from being released into the air.
