FAIRFAX, VA, December 8, 1999 - ICF Consulting has
been awarded a contract to provide regulatory reinvention
and change management services to the Drug Enforcement Administration
(DEA). Under this $1.9 million award, ICF Consulting will
review, analyze, and help DEA reinvent the regulatory and
policy making procedures and organizational structure of DEA's
Office of Diversion Control. ICF Consulting will also assist
DEA with its first comprehensive regulatory review since 1973.
DEA's regulations govern the legal import, export, manufacture,
distribution, and dispensing of controlled substances and
the handling of chemicals that can be used to produce illegal
drugs. Since 1973, when the regulations were created, there
have been rapid changes in technology, the science and terminology
of controlled substances, and the nature of drug trafficking.
The Administration, Congress, and business community are demanding
that federal agencies ensure that their regulations are cost-effective,
provide businesses with the flexibility to find innovative
ways to comply, and are easy to understand. Many agencies
are reassessing their regulations and looking for ways to
improve them through streamlining, plain language revisions,
and performance-based standards.
