ICF Consulting Awarded 5-Year, $9 Million Transportation Contract

FAIRFAX, VA, October 28, 1999 - ICF Consulting (ICF) has been awarded an Environmental Protection Agency (EPA) contract to address the full range of environmental issues related to the transportation sector. Under the contract, ICF's work will range from policy analysis and model development to design and execution of communications and outreach strategies. With a potential value of up to $9.2 million, this contract will be for a period of one year, with four one-year options.

Developing policies to address the impacts of transportation on the environment is complicated, not only by the ubiquitous nature of transportation and its importance in the economy, but also by the dispersal of control over the nation's transport system among Federal, State, local, and private entities. Because the interactions among transportation options and their environmental impacts are so complicated, sophisticated modeling and analysis is often necessary to assess impacts and evaluate options.

"The transportation sector is under increasing scrutiny as one of the primary areas to reduce air pollution and greenhouse gas emissions," said ICF Senior Vice President, Isabel Reiff, who will manage the contract. "Recognizing that these are complex issues that involve multiple stakeholders, ICF Consulting will help the EPA formulate policies, develop models, and conduct comprehensive outreach to the community. We believe that these efforts will also contribute to smart growth and livability initiatives."

ICF has over two decades of experience in addressing air quality and global climate change issues, analyzing technologies that create pollution, and evaluating alternative technologies and fuels that reduce emissions. ICF's team includes experts in complex transportation and environmental modeling, economic and social analysis, multistakeholder processes, and the development and use of outreach and education tools in implementing voluntary programs.

ICF International (Nasdaq: ICFI) partners with government and commercial clients to deliver consulting services and technology solutions in the energy, environment, transportation, social programs, defense, and homeland security markets.
