Federal IT Expert Mary Whitley Joins ICF International

Whitley to Spearhead ICF’s Health IT Line of Business

Fairfax, Virginia, May 20, 2009 - ICF International (NASDAQ:ICFI) recently hired Mary Whitley as senior vice president in health information and health technology services, including the management of ICF’s health IT information services subsidiary Z-Tech. She is charged with managing all aspects of that business area, including strategic planning, business development, and operations.

Whitley has worked extensively in the federal information technology sector and brings more than 20 years of experience working with defense and civilian agency clients at all levels. Before joining ICF, she served as president of the security solutions division of a mid-sized government consulting and IT services firm, where she led a business unit focused on health-related Web application development and operations, security management, and logical and physical access systems. She also served as vice president for defense global infrastructure systems at a large IT integrator, where she was responsible for IT services supporting health, security, logistics, and financial systems.

In 2004, Whitley retired from the Senior Executive Service as an assistant commissioner with the General Services Administration’s (GSA) Federal Technology Service. In her federal career, Whitley held IT systems acquisition and program management positions within GSA and Department of Defense (DoD).  Her experiences in and out of government have resulted in an appreciation of the challenges faced by federal leaders and an in-depth knowledge of industry and federal program management methodologies, information technology development requirements, and security management and architecture standards.

Whitley holds a B.S. from the U.S. Military Academy at West Point and an M.S. in systems management from the University of Southern California. She is also a graduate of the Senior Executive Fellows program, John F. Kennedy School of Government, Harvard University.
