ICF International Announces the
Hire of Charles Bartsch

Specialist in Brownfield Reuse and Smart Growth

WASHINGTON, DC, May 22, 2006 - ICF International announced today that Charles Bartsch has joined the firm as vice president. Mr. Bartsch's impressive credentials include 25 years experience in economic and community development and program and policy analysis, with a focus on brownfield reuse. Mr. Bartsch is a recognized national authority in emerging public-private and state and federal brownfield financing initiatives—testifying before the House Committee on Government Reform Subcommittee on Federalism and the Census; the House Financial Services Subcommittee on Housing and Community Opportunity; and the House Committee on Ways and Means, Subcommittee on Oversight.

Previous to joining ICF, Mr. Bartsch worked 21 years for the Northeast-Midwest Institute as a senior policy analyst for economic development and director of brownfield studies. Prior to his career at the Northeast-Midwest Institute, he worked at the National Council for Urban Economic Development, now IEDC, as a legislative and federal programs analyst.

"In his 25-year career, Charlie has shown a passionate conviction to his field of study and has developed the expertise to be a tremendous asset to ICF and an immense resource for our clients," said Isabel Reiff, an ICF senior vice president. "Mr. Bartsch's impressive reach into the brownfield community will incorporate knowledge-based solutions to difficult communications problems, recognizing that public, private, and nonprofit sectors must each do their part to lay the groundwork for positive environmental quality that promotes healthy societies, governments, and economies."

"I have dedicated my career to advising on the fundamentals of economic and community development programs," said Charles Bartsch, an ICF vice president and brownfields expert. "I look forward to parlaying my past experiences to support both public- and private-sector programs to affect change in organizations and communities across the globe." In his new role, Mr. Bartsch will reinforce ICF's longstanding commitment to community development and environmental quality as pillars of our core values and our dedication to doing meaningful work that matters.
