ICF Consulting Partners with BEA to Provide Creative and Cost-Effective Solutions to U.S. Department Of Defense

BEA WebLogic Platform 8.1 Provides Services Oriented Architecture to Accelerate Faster Time-to-Value for Business Integration

WASHINGTON, DC, August 4, 2003 - ICF Consulting today announced that it is using the BEA WebLogic Enterprise Platform™ as the foundation for a number of U.S. Department of Defense (DOD) procurement applications. Today's announcement supports the general availability of BEA WebLogic Platform 8.1™, an integrated platform that provides superior business integration through the convergence of application development and integration, from BEA Systems, Inc. (NASDAQ: BEAS), the world's leading application infrastructure software company.

ICF Consulting is responsible for developing and maintaining virtually all of the application code for the South Carolina-based DOD E-MALL team at South Carolina Research Authority (SCRA). E-MALL is an ongoing project that provides the DOD with one-stop online shopping. As a part of DOD E-MALL, ICF Consulting has developed a collection of secure Web services to transport and validate XML messages between business processes and transactional workflows. By leveraging BEA WebLogic Integration 8.1's business process management (BPM) and B2B trading partner network features, the company can implement rules such as testing a shopping cart on checkout for compliance with user-defined business logic and applying the relevant workflow for completing the purchase.

The combination of ICF Consulting and BEA WebLogic Integration 8.1 has enabled the ICF Consulting team to produce showcase work for its clients. E2E Services, another technology initiative to connect existing government procurement systems directly with commercial suppliers' existing systems, is in development and will be piloting later this year. This group productivity application promises to lower item and internal costs, shorten lead times and increase supplier responsiveness by leveraging commercial industry's existing IT investment on a government system.
