FAIRFAX, VA, May 12, 2003 - ICF Consulting has been
awarded a contract by the U.S. Environmental Protection Agency
(EPA) Clean Air Markets Division (CAMD) to support market-based
air emissions control programs.
Through this $35 million, 5-year contract, ICF Consulting
professionals will support EPA's Clean Air Markets Division
programs. This division develops market-based regulations
and establishes emissions trading systems to apply the most
cost effective ways of reducing air pollution. Among the programs
included is the Clear Skies Initiative, a Bush Administration
proposal to significantly reduce power plant emissions of
sulfur dioxide, nitrogen oxide, and mercury through a cap
and trade program.

for a wide range of important analyses.

of applying market-based approaches to emissions control and
mitigation. One of the most successful public policy initiatives
of recent decades, the Acid Rain Program, achieved greater
impact on a major environmental problem than was thought feasible,
more rapidly than expected, and at a dramatically lower cost
than projected only a few years before its inception. ICF
Consulting also supports a wide variety of EPA efforts to
address ozone, fine particles, acid rain, airborne mercury
deposition, and other Clean Air Act issues, both within the
United States and abroad.
