ICF Consulting Receives $35 Million Award
to Support Clean Air Initiatives

FAIRFAX, VA, May 12, 2003 - ICF Consulting has been awarded a contract by the U.S. Environmental Protection Agency (EPA) Clean Air Markets Division (CAMD) to support market-based air emissions control programs.

Through this $35 million, 5-year contract, ICF Consulting professionals will support EPA's Clean Air Markets Division programs. This division develops market-based regulations and establishes emissions trading systems to apply the most cost effective ways of reducing air pollution. Among the programs included is the Clear Skies Initiative, a Bush Administration proposal to significantly reduce power plant emissions of sulfur dioxide, nitrogen oxide, and mercury through a cap and trade program.

"ICF Consulting is very pleased to continue our support to EPA. We are in the unique position of being able to provide an integrated approach to air pollution problems and emissions trading systems," said William Moody, Senior Vice President. "Through the use of our proprietary energy modeling systems, we are able to provide detailed cost and air quality analyses for a variety of scenarios. Our economic specialists are then able to project the overall economic impact for these scenarios." ICF Consulting's proprietary models include the Regional Modeling System for Aerosols and Deposition (REMSAD) and Integrated Planning Model (IPM®), and provide the analytic underpinning for a wide range of important analyses.

ICF Consulting has supported EPA's Clean Air programs, including the Acid Rain Program, since 1986 and is at the forefront of applying market-based approaches to emissions control and mitigation. One of the most successful public policy initiatives of recent decades, the Acid Rain Program, achieved greater impact on a major environmental problem than was thought feasible, more rapidly than expected, and at a dramatically lower cost than projected only a few years before its inception. ICF Consulting also supports a wide variety of EPA efforts to address ozone, fine particles, acid rain, airborne mercury deposition, and other Clean Air Act issues, both within the United States and abroad.

For more than 20 years, ICF Consulting has been providing services to evaluate the economic impacts of air quality issues. ICF Consulting's team consists of numerous technical professionals: environmental/natural resource economists, petroleum or chemical engineers, atmospheric scientists, environmental specialists, energy/utility analysts, financial and policy analysts, communication specialists, computer programmers, and conference planners.

ICF International (Nasdaq: ICFI) partners with government and commercial clients to deliver consulting services and technology solutions in the energy, environment, transportation, social programs, defense, and homeland security markets.
