ICF Kaiser Consulting Group Announces National Energy Strategy Initiative

Robert Dickerman Joins Company to Head Effort

FAIRFAX, VA, March 22, 1999 - The ICF Kaiser Consulting Group, an operating unit of ICF Kaiser International, Inc. (NYSE: ICF), today announced that the company has launched an energy strategy initiative within its energy consulting practice to provide top-level guidance in the burgeoning unregulated electricity business. Robert Dickerman has joined the company to lead the effort as Vice President of Energy Strategy. The new initiative will focus on advising energy providers in the areas of generation, retail, and commodity strategies.

Robert Dickerman comes to the ICF Kaiser Consulting Group from Edison Source in Los Angeles, where he was the Senior Vice President of Wholesale Energy. Prior to Edison, Dickerman held senior posts in energy consulting, as well as energy trading and marketing. Dickerman holds an MBA from the University of Chicago.
