ICF Consulting Receives Award for up to $1 Million to Analyze U.S. Public Comments on Federal Trade Commission Regulations

CommentWorksSM Software Used to
Support SPAM and Credit Rule-makings

FAIRFAX, VA, May 3, 2004 - ICF Consulting has been awarded a 1-year extendable contract for up to $1 million by the U.S. Federal Trade Commission, Bureau of Consumer Protection, to analyze public comments on its regulations. ICF Consulting’s proprietary software, CommentWorksSM, will be used to examine comments related to regulations proposed under the CAN-SPAM Act of 2003 and the Fair and Accurate Credit Transactions Act of 2003.

The CAN-SPAM Act of 2003 was initiated to regulate commercial electronic mail. The bill was signed by President George W. Bush on December 16, 2003, and took effect on January 1, 2004. The Act requires unsolicited commercial e-mail messages to include opt-out instructions and the sender's physical postal address. It prohibits the use of deceptive subject lines and false headers in such messages and requires the subject line to identify sexually-oriented SPAM.
