ICF Consulting Awarded a Contract to Perform Cost-Benefit Analysis of the Proposed GridFlorida Regional Transmission Organization (RTO)

Assessment of Regional Power Market Structure
in Peninsular Florida

WASHINGTON, DC, July 27, 2004 – ICF Consulting has been engaged by GridFlorida LLC to assess the impact on Florida consumers of restructuring the Peninsular Florida wholesale power market. The study will be completed this fall.

"We are pleased to be part of this important assignment. Our staff will work closely with the Florida Public Service Commission (FPSC) staff and all Florida stakeholders during this process," says Phil Mihlmester, Senior Vice President, Energy Markets with ICF Consulting.

ICF Consulting will quantify the anticipated costs and benefits to consumers resulting from a restructured competitive marketplace, consistent with the U.S. Federal Energy Regulatory Commission’s (FERC) wholesale market design principles. The firm will examine the costs of developing and operating a Regional Transmission Organization (RTO). "The analysis will be detailed and specific to Peninsular Florida and will incorporate lessons learned from previous RTO cost-benefit studies," says Kojo Ofori-Atta, a Vice President with ICF Consulting.

ICF Consulting will address both quantitative and qualitative costs and benefits in this study, yielding a projection of the expected impacts of RTO formation on all stakeholders. "The formation of an RTO has impacts on all stakeholders, so it is important to fully understand the magnitude and sources of these impacts before making the decision on whether or not to form one," continues Ofori-Atta.
