Reference Guide to HUD’s Occupancy Handbook
Now Available

Explains Rules Governing HUD Multifamily Housing

FAIRFAX, VA, July 14, 2004 –ICF Consulting and The Compass Group announce the publication of Managing Occupancy: A Companion Guide to HUD's Occupancy Handbook, a new guidebook on occupancy requirements for the more than 2.5 million multifamily housing units operating under U.S. Department of Housing and Urban Development (HUD) regulations.

The Companion Guide is a comprehensive reference tool for owners and managers of HUD multifamily housing and an important resource for other federally-assisted housing throughout the United States. The guide is designed to help managers and owners of HUD-subsidized rental housing properties understand their occupancy responsibilities. It covers a wide array of occupancy subjects, ranging from technical issues likely to be addressed by front-line management staff (i.e., determining annual and adjusted income and calculating rent) to larger policy issues of interest to senior level management and property owners (i.e., admissions preferences and occupancy standards). The Companion Guide includes tips and feedback provided by experienced managers working on the front lines as well as citations to the HUD Occupancy Handbook to help managers quickly identify the materials they need to review to address more specialized situations.

"Finally, explanations and examples with real world applications—the Guide was an instant hit!" stated Bill Wollinger, President of Winn Residential. "The Companion Guide provides our property management profess-sionals an innovative tool to enhance their knowledge and understanding of the 4350.3 Rev 1 HUD Handbook."

Using this reference as a companion resource to the HUD Occupancy Handbook (HUD 4350.3), occupancy professionals will save time and gain an improved understanding of the rules governing HUD multifamily housing. Others who will benefit from the book include attorneys and consultants who advise clients on HUD multifamily issues, housing regulators including performance-based contract administrators, and those who need to understand the complex rules governing eligibility for multifamily housing subsidies.

The Companion Guide is arranged in a reader-friendly question-and-answer format with extensive indexing and cross-referencing to the HUD Occupancy Handbook. Periodic updates will be provided to ensure the content remains current. For more information, visit http://www.icfi.com/Housing-Occupancy-Guidebook.
