ICF Consulting Helps Foster
Growth in Affordable Housing
for America’s Neighborhoods
Fairfax,
VA, April 22, 2005 – ICF Consulting
was awarded three cooperative agreements by the U.S. Department
of Housing and Urban Development (HUD) to provide technical
assistance and training related to community
development and housing programs. The awards total nearly
$8 million and will support the federal government’s
Home Investment Partnership (HOME), Community Development
Block Grant (CDBG), and homeless housing programs.
To support
HUD’s HOME Program, ICF Consulting will
work directly with HOME grantees across the country through
HUD’s Washington Headquarters and field offices, to
help design housing programs, improve operations and compliance
with program rules, and increase the productivity of programs.
In addition, ICF Consulting will offer training courses to
HOME program staff throughout the country on a wide range
of topics related to housing development and management.
"We are pleased to be able to continue our 15-year
partnership with HUD to help improve the quality, capacity,
and productivity of housing programs financed with HOME funds,"
says Anita Rechler, ICF Consulting Executive Vice President
in charge of Housing and Community Development projects.

efficiently spend their money and create quality, affordable
housing for low-income families," says Ms. Rechler.
HOME provides formula grants to states and localities that
communities use—often in partnership with local nonprofit
groups—to
fund a wide range of activities that build, buy, and/or rehabilitate
affordable housing for rent or homeownership or provide direct
rental assistance to low-income people.
ICF Consulting also won a technical assistance grant for
CDBG to help HUD and HUD’s grantees develop a system
for measuring the program’s impact and performance.
The multibillion-dollar CDBG program provides annual grants
on a formula basis to state and local governments, which
use the funds to rebuild neighborhoods, create jobs, expand
business opportunities, repair housing, and provide infrastructure,
such as sidewalks, roads, and water in low-income areas.
ICF Consulting will also provide technical assistance for
HUD’s homeless housing programs to help HUD launch
a Web-based Homeless Resource Center. The center is expected
to make available a wide array of technical assistance products,
services, and information that can be easily accessed by
developers and managers, as well as staff of social service
agencies, who handle housing needs for homeless people.
