Expert in Energy Efficiency Program Management and
Policy

Consulting is pleased to announce that Deborah E. Miller
has joined the firm as a Vice President to lead the
ENERGY
STAR Commercial Buildings work with the U.S. Environmental
Protection Agency (EPA). Ms. Miller has had a diverse career
working in both the private and public sectors.
Prior to joining ICF Consulting, Ms. Miller was the Vice
President of Government and International Affairs at the
Air Conditioning and Refrigeration Institute, a North American
trade association. There she led the association's
public policy development and advocacy on wide-ranging domestic
and international issues, including energy and environmental,
as well as tax, competitiveness, trade, and market access.
From 1993-1999, Ms. Miller served as a Senior Policy Advisor
to the Deputy Secretary of Energy and the Assistant Secretary
for Energy Efficiency and Renewable Energy (EERE) at the
U.S. Department of Energy (DOE). At DOE, she spearheaded
special initiatives in energy efficient buildings and appliances,
industrial technologies, and electricity research and development
for the Federal Energy Management Program. Ms. Miller also
brings extensive knowledge of cogeneration and windpower
development from her previous role as the Manager of State
and Community Relations for U.S. Windpower/KENETECH, an independent
power producer.

Ms. Miller has served as a member of the Alliance for a
Responsible Atmospheric Policy, the American Society of Association
Executives, the American Society of Heating, Refrigerating
and Air-Conditioning Engineers, the European Partnership
for Energy and the Environment, and the National Association
of Manufacturers. She holds a B.A. in Political Science from
Boston University.
