ICF Kaiser Awarded $5 Million Contract to Support HUD's Neighborhood Networks Program

FAIRFAX, VA, March 9, 1998 - ICF Kaiser International, Inc. (NYSE: ICF) today announced that it has been awarded a contract worth up to $5 million per year over three years to support the U.S. Department of Housing and Urban Development's (HUD) Neighborhood Networks Program.

Launched in September 1995, Neighborhood Networks is a community-based initiative that establishes computerized learning and resource centers in HUD-insured and -assisted housing. To date, more than 300 Neighborhood Networks centers nationwide allow low-income residents to gain on-site access to computer training, the Internet, job readiness, microenterprise development, health care, adult education classes, youth services, and more. Over 700 additional Neighborhood Networks centers are in the planning stages. The primary goal of the program is to assist residents in becoming more self-sufficient, employable, and economically self-reliant.

ICF Kaiser will provide technical assistance for Neighborhood Networks as the initiative enters the next growth phase. ICF Kaiser's responsibilities include assisting HUD with strategic planning, partnership development, microenterprise development for housing residents, training, research, evaluation, media/public information outreach, and marketing/communications.

"This is an innovative and well-conceived program that helps residents of HUD-assisted and -insured housing use technology in a way that directly translates into an improved living standard," said James O. Edwards, Chairman and CEO of ICF Kaiser. "ICF Kaiser is proud to continue its long-running support of HUD initiatives with this opportunity to participate in Neighborhood Networks."
