ICF International Awarded US$920K Contract by India’s Ministry of Petroleum and Natural Gas

ICF to Help Plan for Natural Gas Pipeline Grid in India

Fairfax, Virginia, August 3, 2009 - ICF International, Inc. (NASDAQ:ICFI), was recently awarded a new contract with the Petroleum Policy and Analysis Cell (PPAC) of India’s Ministry of Petroleum and Natural Gas. ICF will provide technical support to the PPAC to prepare a conceptual study of a national natural gas pipeline grid for India. The contract, which is jointly funded by the U.S. Trade and Development Agency and the Indian Ministry of Petroleum and Natural Gas, began in August 2009 and is valued at approximately $920,000.

Under the 10-month agreement, ICF will work with subcontractor Jacobs Consultancy to examine four major areas of the pipeline: system design, system construction, operations management, and gas transactions. Related tasks include forecasting supply and demand growth, establishing technical and commercial frameworks for operating a grid, studying transportation design issues, and defining costs for developing the grid.

“The ICF team offers a strong foundation of skills and experience in natural gas systems and markets in both the U.S. and internationally,” stated Leonard Crook, ICF vice president and natural gas expert. “Our expert team combines ICF’s extensive capabilities in natural gas market design, tariff structures, and commercial issues, with Jacobs’ experience in pipeline system engineering, design, and operations.”

ICF already operates its proprietary Integrated Planning Model (IPM®) for Indian power markets, which the firm has used to explore long-term planning issues, including potential future power demand for gas in India. IPM is a well-established model that has been used for a wide range of applications by government and industry to represent and simulate economic activities in key components of power markets.

“Natural gas continues to grow in importance to the Indian economy,” said Bishal Thapa, New Delhi-based Managing Director, ICF International (India). “We are excited about being an active participant in this growth and on the forefront of understanding this country’s gas market dynamics.”
