ICF International Announces the Hire of Herbert Rakebrand

Former Iroquois Pipeline VP and Expert in Strategic Planning and Natural Gas Markets

Houston, Texas, March 7, 2007 - ICF International (Nasdaq: ICFI) announced today that Herbert Rakebrand has joined the firm as a vice president to lead the firm’s Houston natural gas practice. He is an expert in strategic planning, pipeline expansion and storage, natural gas markets, and liquefied natural gas (LNG). With more than 25 years of experience, Mr. Rakebrand will work from the firm’s Houston office to provide management and advisory services to natural gas companies and help develop additional coordination of natural gas and electric power operations. 
 
“Herb is a seasoned professional whose decades of expertise will further expand the firm’s capabilities in Houston and allow us to provide an additional range of services within the natural gas industry,” said Jimmy Glotfelty, a vice president and director of ICF’s Houston office.

Most recently, Mr. Rakebrand was the president of Rakebrand and Associates in Southbury, CT, where he was responsible for providing strategic management advisory services to energy companies. Prior to that, he was vice president of marketing and transportation at Iroquois Pipeline Operating Company in Shelton, CT, where he was responsible for the business operations and profit and loss for a one billion cubic foot a day natural gas transmission pipeline.

Mr. Rakebrand has a Master's of Business Administration in Finance from Long Island University and a Bachelor's of Engineering in Mechanical Engineering from Stony Brook University. He also was an adjunct professor in quantitative analysis within the finance department of Long Island University.
