ICF Consulting Assists the City of Ottawa in Building a New "Innovation Economy"

New Economic Roadmap Defines New Technology-Based Vision

FAIRFAX, VA, June 26, 2000—ICF Consulting announced today that it has completed work for a partnership of public- and private-sector leaders in Ottawa who are working together to create the first "innovation economy" in Canada. An innovation economy goes beyond simply having a number of high-tech businesses. An innovation economy fosters an economic environment where leading-edge products and services are developed, as well as where the industries of the future emerge that other economies later follow.

The Ottawa Partnership has asked ICF Consulting to help identify the right strategies to transition Ottawa's economy, which already is one of the most dynamic in North America, from relying mainly on government employment to becoming a technology-based economy.

In "Choosing a Future: A New Economic Vision for Ottawa," a study released on May 30th to a business conference of 500 leaders, ICF Consulting identified the major growth areas for Ottawa: telecommunications, photonics, software, life sciences, microelectronics, professional services, and tourism industry clusters. The company also has been working with The Ottawa Partnership to identify the limitations to economic growth in the region, including transportation infrastructure and workforce development, which are lagging in the region. An executive summary of the report is available in PDF format.

"It is critical for a city like Ottawa to strategically plan a more competitive economy, despite the fact that many local firms are globally competitive, unemployment is low, and per capita income is at an all-time high," said Ted Lyman, a senior vice president with ICF Consulting. "The economic transformation that Ottawa has made in the last decade indicates the dynamic nature of the global economy. The future is uncertain, and Ottawa needs to be prepared to adapt aggressively to whatever happens in the broader economic context."

ICF Consulting's economic strategy practice, which is based in San Francisco, California, has advised cities around the world on being competitive in the global marketplace. Recent clients have included the cities of Austin, Charlotte, and Toronto, as well as cities in Brazil and Scotland.
