ICF Consulting is Pleased to Announce the Hire of David Pickles

Expert to Strengthen Energy Policy and Energy Efficiency Services in Southern U.S.

DALLAS, TX, June 29, 2004 - ICF Consulting announced today that David Pickles has joined the firm as Vice President for Energy Policy and Programs in the Southern Region. Based in Dallas, Texas, Mr. Pickles has more than fifteen years of experience as a senior executive and energy-industry consultant focused on energy efficiency and new venture development.

With expertise in energy policy, regulation, product development, marketing, operations, mergers and acquisitions, and strategy, Mr. Pickles provides a unique blend of management consulting process and practical operations skills.

Most recently, Mr. Pickles was a Managing Director with PHI Management Consultants, and Director of Market Strategy for Navigant Consulting. Earlier in his career, he consulted to Honeywell Energy Information Services as Chief Technology Officer; served as Vice President, Marketing, Development, and Operations for EnerShop (a Subsidiary of Central & South West Services); and served as Director of Pricing and Product Development for Synergic Resources Corporation.

Mr. Pickles is a Board Member of the Dallas Chapter of the Product Development and Management Association, and has testified as an expert witness on numerous occasions. He has an M.S. in Regulatory Economics and B.S. in Economics from the University of Wyoming.
