ICF Consulting Expert on Electric Power
Markets to Be Featured on TV's Wall Street Journal Report

FAIRFAX, VA, July 23, 1999 - Judah Rose, a Senior
Vice President in ICF Consulting's Energy Practice, will be
featured in a discussion of electric power markets on this weekend's
Wall Street Journal Report, a half-hour television program
airing nationwide.
The program is scheduled to air in the Washington, D.C. area
this Sunday, July 25, on NewsChannel 8 at 12:30 p.m. and again

In an interview for the program, Rose explained recent events
in U.S. markets for electric powerincluding price spikes
and shortagesand forecasted the development of regional
U.S. power markets in coming years. Referring to the deregulation
of U.S power markets, Rose noted that "the transition has been
rocky," and that the economic expansion is leading to unexpectedly
high demand in areas such as the Midwest. "It's the revenge
of the rust belt," Rose said.
