ICF Consulting Awarded Contracts to Provide
Energy-Efficiency Consulting Services to Southern California

FAIRFAX, VA, April 26, 2000 - ICF Consulting announced
today that it received contracts valued at approximately $1
million from Southern California Edison (SCE) to provide consulting
services for energy-efficiency programs.
The first contract, which is valued at $600,000, is to support
SCE's Non-Residential Heating, Ventilation, and Air Conditioning
(HVAC) Program. Under this contract, ICF Consulting will implement
an outreach and training program to increase high-efficiency
HVAC product availability and sales to small commercial customers
in SCE's service area.
The second contract, which is valued at $400,000, is a contract
extension to support a program to transform the replacement-window
market in SCE's service area so that energy-efficient, ENERGY
STAR®-rated windows become the
dominant residential replacement windows. ICF Consulting was
awarded the initial contract in 1999.
"These utility-sponsored energy-efficiency programs are vital
to establishing a sustainable level of energy consumption for

Both projects focus on the remodel and retrofit market, helping
