Expert in Social Marketing, Public Relations,

WASHINGTON, DC, March 31, 2006 - ICF Consulting's
Tony Silva is now a Senior Vice President. With more
than 13 years of experience in public relations, marketing
communications, and social marketing, he is recognized as
an expert by industry peers and client agencies.
Mr. Silva has extensive experience in business-to-business
and consumer programs that focus on energy efficiency, pollution
prevention, sustainability, and public health. He has provided
communications support to federal and state government programs,
as well as for investor-owned utility programs. Mr. Silva
currently manages the We Energies' natural gas demand-side
management winter outreach campaign, which encourages energy-saving
behavior and purchases, promotes participating do-it-yourself
retailers, and drives rebate participation. Mr. Silva also directs
ICF Consulting’s management of The
Leadership Campaign on AIDS, a social marketing effort of
the U.S. Department of Health and Human Services (HHS) Office
of HIV/AIDS Policy, which aims to reduce HIV infection rates
and other health disparities among communities of color.

Mr. Silva has been with ICF Consulting since 1997, interrupted
by a brief tenure as a Vice President at Ruder Finn Public
Relations. Prior to joining ICF Consulting, he worked for
Hill & Knowlton and for two nonprofit health care organizations.
Mr. Silva has an M.A. in International Communications from
American University and a B.A. in Journalism and Mass Communications
from New Mexico State University, and completed a Woodrow
Wilson Fellowship in Public and International Affairs at
Carnegie Mellon University.
