FAIRFAX, VA, December 2, 1999 - ICF Consulting
has been awarded a contract by the Pollution Control Department
(PCD) of Thailand to implement a pollution prevention program
in the province of Samut Prakarn. Under this Cleaner Production
for Industrial Efficiency project, ICF Consulting will open
an office in Bangkok for the term of the contract to support
PCD's efforts to encourage industry to adopt cleaner production
techniques.
Located just outside Bangkok, Samut Prakarn is the most heavily
industrialized region in the country, with an estimated 4,500
plants operating in several industries. ICF Consulting's work
will include the following: design and implementation of a
public-private partnership with industry; publicity and outreach
to both businesses and citizens; technical assistance to plants
in conducting demonstration projects; and identification of
financing options for cleaner production projects. The aim
of the project is to reduce wastewater generation, improve
its quality, and reduce energy consumption. With a value of
$7.7 million, the contract is for four years.

The concept of cleaner production has gained widespread acceptance
in recent years and involves making changes to existing manufacturing
operations in order to reduce the amount of pollution generated.
These changes may be small and involve low cost, or they may
involve the purchase of new equipment at high cost. In many
cases, however, the investment in cleaner production often
is recovered through reduced waste-handling charges, improved
process yield, and reduced raw material costs. Cleaner production
is often presented to industry in the context of voluntary
programs aimed at encouraging companies to make changes on
their own instead of in response to environmental regulations.
