The overall objective of the Blanket Purchase Agreement (BPA) is to enhance the performance, quality, timeliness, and efficiency of U.S. Department of Homeland Security (DHS) programs. Support provided by ICF International will help facilitate the department's response to dynamic, evolutionary influences and mandates at the national and state levels, and will enable DHS to continuously improve mission performance.
The scope of this BPA encompasses a broad range of business-oriented program management concepts, activities, and deliverables, including directly consulting with program offices, managing programs, and managing the various projects and business functions within program areas. Scope does not exclude IT management or other domains such as engineering or logistics but must involve consulting or managing the program, project, or functional business process.
