Government Transformation
Following the Clinger-Cohen Act of 1996, which established the Chief Information Officer (CIO) role in federal agencies, there has been increasing demand for government agencies to improve their performance through the effective application of information technology. While this has the potential to transform government, it places a tremendous burden on government agencies to analyze, implement, and manage the changes that have to occur to make them successful.

Grants Management
The U.S. federal government has long struggled with how to most effectively process large quantities of information and financial transactions for the more than $300 billion in grants that must be managed annually. ICF International is a leader in designing, developing, and implementing Web-based electronic grants management systems (GMS) for public sector clients. We help our clients understand the concurrent federal initiatives that affect grants-management processes and technologies, and define or modify systems to interact with emerging e-Grants data standards, architecture, and interfaces.
Our efforts have resulted in an increase in qualified applications, reduced burden on applicants, faster time to award, reduced administrative costs, and enhanced mission fulfillment. ICF International is currently the lead integrator for the U.S. Department of Justice, Office of Justice Programs, Office of the Chief Information Officer. Geographic Information Systems (GIS)
ICF International’s GIS Team provides creative solutions for analyzing, integrating, and presenting geospatial data. We analyze and map spatial quantitative information as well as design and develop geographic information systems for desktops, intranets, and the Internet. Regulatory Comment Response
For more than two decades, ICF International has advised federal agencies on developing, implementing, and reinventing regulatory programs. We have a deep understanding of the regulatory process, having worked on hundreds of rulemakings. We have assisted agencies in evaluating and reinventing their programs, and have built on this experience to develop proprietary approaches to assist federal clients. For example, we have developed a software application, CommentWorksSM, which makes the process of addressing comments on proposed agencies actions faster, less expensive, more effective, and less burdensome for government managers.

Criminal Justice and Public Safety
Since 1999, ICF International has supported the Chief Information Officer (CIO) of the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP) in planning, developing, and implementing key business and information technology initiatives, including developing an integrated Web-based Grants Management System, conducting an enterprise architecture (EA) analysis, supporting migration to a Microsoft platform designed to standardize the OJP network and desktop infrastructure, and providing network and engineering support services. We also supported the CIO’s Office with strategic communications planning and implementation, as well as training materials development and end-user training support. ICF International currently serves as the OJP CIO’s lead integrator, responsible for planning and coordination in a complex, multi-contractor environment.

For more than twenty years, ICF International has supported emergency management, counterterrorism, and natural and technological disaster management programs. Federal Grants Management System (GMS), Office of Justice Programs (OJP), U.S. Department of Justice
The Office of Justice Programs administers more than $4 billion in funds and processes more than 10,000 applications for grants annually in support of state and local law enforcement initiatives. The Department of Justice needed a single source for quick and reliable program and funding information. ICF International, along with other on-site contractors, developed an integrated Web-based system incorporating an Oracle 8i database, Netscape Enterprise Server using SSL, Oracle Developer/2000, PL/SQL, Java Server Pages and Java Servlets, Oracle Discoverer, and Netware Director Services running on a Sun Solaris platform. The Department of Justice now has instant, nationwide access for submitting and reviewing application, award, and payment information; requires less paperwork; and offers electronic access to funds, which has improved overall grant processing performance and turnaround time.
The OJP Grants Management System was awarded the E-Gov 2003 Explorer Award for outstanding innovations in e-Government. GMS also was a Finalist in the Excellence in Government Awards in 2002.
Domestic Emergency Response Information Service (DERIS) Secure, Web-based Portal, U.S. Federal Emergency Management Agency (FEMA) and U.S. Department of Defense (DOD)
In the aftermath of terrorist attacks in September 2001, ICF International helped FEMA and DOD develop a capability to command and control their disaster response units during domestic crises. Our disaster response solution enables real-time collaboration with external federal, state, and local agencies involved in national emergency response. ICF International designed and developed a secure, Web-based information service that supports coordinated domestic emergency response. Our portal ensures that timely, accurate, and secure information flows both vertically through the command chain and horizontally among government entities. The federation of networks provides national high-speed access; a redundant and survivable infrastructure; real-time integrated voice, data, and video capabilities; and access to wireless systems and services.
The DERIS project received an Air Force Communications and Electronics Association (AFCEA) Golden Link Award for 2003 for "providing a highly innovative solution to a specific government challenge."
PA SiteFinder Web Site Development, Pennsylvania Department of Environmental Protection (PA DEP) Land Recycling Program
ICF International developed the Pennsylvania SiteFinder Web site as a replacement of their former Brownfields Site Directory. PA SiteFinder is a free online real estate directory that showcases brownfield investment opportunities in Pennsylvania. This site matches potential sellers and buyers of land in a business-to-business Web site that allows sellers to post their information directly online. The GIS component to this site will spatially display relevant land use information to potential sellers on sites they choose, with information such as modes of transportation access to the site, wetland designations, etc. Primary goals of the site include motivating buyers to complete real estate transactions online by providing them with resources to “close the deal,” and motivating sellers to market their properties on the Web site. Secondary goals center on promoting the Land Recycling Program’s track record of success and the state as a whole. ICF International also developed and implemented a promotional effort to market the Web site that included a direct mail campaign, Web banner ads, and media outreach to trade publications.

Web-Based Fishery Decision Support System Development, Atlantic Coastal Cooperative Statistics Program (ACCSP), Atlantic States Marine Fisheries Commission
The ACCSP, a consortium of 23 state, regional, and federal agencies (including the National Marine Fisheries Service, the U.S. Fish and Wildlife Service, the Atlantic coastal states from Maine to Florida, and the Atlantic States Marine Fisheries Commission), sought to integrate its fishery data to create a comprehensive, coastal fishery data management system. ICF International facilitated consensus; helped secure funding; and designed, developed, and implemented the ACCSP data management system as a comprehensive data warehouse that compiles data collected individually by each of the member agencies. A Web-based query, reporting, analysis, and data distribution tool makes information accessible to all member agencies, commercial fishermen, and the interested public via a browser over the Internet. The system offers an unprecedented view of fishery data that had previously been impossible to reasonably consolidate. Management and conservation activities can now respond to integrated, coast-wide data to derive a broader understanding of resource issues. The system provides a scalable, secure architecture incorporating named-user access and data element level security, satisfying the confidentiality needs of the 23 cooperating agencies.
Online Career Training and Advancement Program for U.S. Internal Revenue Service (IRS)
This $88 million project involved developing and deploying an online training program for employees of the IRS. We were tasked with launching the e-learning system, which serves as a catalyst for career training and advancement. Working closely with the client, we enabled our educational site with automatic testing capabilities. Students of the program train through online courses that include reading materials and practice questions followed by graded examinations. Additionally, our Web team was tasked with designing the layout of a Consortium portal. Through this portal, IRS employees have easy access to courses of study offered by the Consortium, as well as links to participating member institutes of higher learning. Our team created an attractive and usable interface to provide such access, as well as access to other informational and educational areas pertaining to employee learning and development.
ENERGY STAR® Buildings eBusiness Strategy and Web Site Development, U.S. Environmental Protection Agency (EPA)
EPA’s Climate Protection Division (CPD) sponsors ENERGY STAR® Programs, voluntary pollution prevention initiatives with 77,000+ participants, including major corporations, state and local governments, and other organizations that seek to reduce pollution through increased energy efficiency. EPA's ENERGY STAR® Buildings wanted to define a comprehensive Internet strategy that supported this large member community. ICF International developed an e-business strategy that involved merging all the disparate information systems together and then designing and developing the Strategic Tracking and Reporting (STAR) database. The STAR database provides company and contact management, inventory tracking, hotline support, conference management, progress reporting collection, accomplishment tracking, management reporting, and ad hoc query on all ENERGY STAR® members. The Web-based information management system streamlined how CPD supports, tracks, manages, and communicates the accomplishments of its ENERGY STAR® initiatives and makes the efforts of member organizations more publicly visible and acknowledged.
Applications Development and Integration of EMALL, Defense Logistics Agency (DLA)
The Joint Electronic Commerce Program Office needed to develop a single, electronic system for the U.S. Department of Defense (DOD) that would allow users to view, access, and order from DOD catalogs. Given the complexity of transactions, the system needed to support more than the standard "shopping cart" idiom of electronic commerce. ICF International developed a customized framework for collaborative commerce using a combination of "off the shelf" and open source software. The framework allowed for communication between stakeholders during a transaction, configurable access control, and delivery of awards to EMALL's order management system. Custom features supported by the system include the need to communicate with suppliers who build items on demand; order recurring facilities services against existing contracts; and complete business requiring input from multiple stakeholders. Because of the custom system configuration, additional applications can be deployed quickly and the team's source code is easily maintained. We also have performed business process modeling and software implementation of specialized procurement processes for other agencies including the Naval Facilities Engineering Command and the State Department. |
