PMO/Performance Agility™

Part of ICF’s family of program management services, PMO/Performance Agility™ is based on best practices that enable objective measures of performance for management decision making.

ICF’s management framework is comprised of four steps, along with other methodologies and tools from human capital management, information technology, strategic communications, and other disciplines as needed to ensure programmatic success.

Identifying, selecting, and establishing management baselines for program alternatives that deliver value to an organization and its customers.

Ensuring systems, infrastructure, or services sought to satisfy the operational need, meet required performance levels, and are accomplished within assigned boundaries or baseline.

Ensuring cost, schedule, and performance objectives are met by monitoring, measuring, and reporting progress against the baseline plan.

  • Assess

By capturing and evaluating post implementation performance and benefits, results can be used to redirect an implementation or as input to the continuous evaluation of an organization’s strategic direction and investment alternatives.

Selected Programs

Fraud Detection and National Security (FDNS) Program and Project Management
U.S. Department of Homeland Security, Citizenship and Immigration Services

ICF provides a broad range of program management services to support FDNS branches and leadership. Tasks include business process development, project management, support for key reports/briefings, acquisitions planning, strategic planning, and establishing analytical/reporting capabilities to inform senior decision-makers. ICF also performs intelligence analysis to detect of patterns of fraud.


Infrastructure Security Compliance Division Program Support
U.S. Department of Homeland Security (DHS), Office of Infrastructure Protection

ICF is supporting the development and implementation of DHS’s new regulatory regime, called the Chemical Facility Anti-Terrorism Standards, governing security at high-risk chemical facilities. ICF supports DHS with budget development and management; establishment of division goals, objectives, and performance metrics; human capital planning; high-level policy analysis; acquisition support; compliance with OMB 300, the Paperwork Reduction Act and the Privacy Act; and communications and outreach across government and stakeholder groups.


National Airspace System Implementation Support
U.S. Department of Transportation, Federal Aviation Administration (FAA)

ICF has provided FAA with analytical and program support for more than 20 years, including ISO 9000 support, balanced scorecard development, acquisition management, environmental regulatory compliance, project management, budget formulation, cost/benefit, contractor monitoring, system engineering, and process improvements. ICF developed FAA’s Corporate Work Plan system and processes to manage 12,000 projects, including budgets, schedules, and resources. Tasks have included “Rightsizing” of the National Airspace System—ICF conducted an analysis for the consolidation or closing of Air Traffic Control facilities.


National Infrastructure Protection Plan Program Management
U.S. Department of Homeland Security, Office of Infrastructure Protection

ICF has supported the National Infrastructure Protection Plan (NIPP) program from early advisory consulting through implementation and outreach support. ICF helped develop the core components of the NIPP, including the sector partnership model and risk management framework. ICF supported the establishment of the NIPP PMO and the development and implementation of 18 Sector-Specific Plans, providing Subject Matter Experts across all sectors and multiple agencies. ICF provides training and outreach to stakeholders, including private sector and state and local government, and has helped develop public-private partnerships to implement infrastructure protection and resiliency.


Office of Security Technology Program Management Support
U.S. Department of Homeland Security, Transportation Security Administration

ICF supports the TSA Office of Security Technology (OST) in moving new aviation security systems from research into operations. ICF works at the nexus of program management, engineering, and logistics, ensuring that capital investment plans and deployment plans are grounded in solid technical realities. ICF supports management of each technology program’s acquisition, budget, and performance, as well as communications and reporting to external organizations such as institutional review boards (IRBs), Office of Management and Budget (OMB), Government Accountability Office (GAO), and Congress. ICF also supported OST’s organizational transformation with organizational design, leadership development, and workforce planning.


Training and Knowledge Management Program Support
U.S. Department of Transportation, Federal Highway Administration (FHWA)

ICF supports FHWA’s National Highway Institute, Knowledge Sharing Initiative, and Partnerships for Workforce Development with life-cycle program management services from strategic planning to implementation and performance metrics. Tasks include knowledge management, information systems management, marketing and communication support, Web-based training development and instructional systems design, SharePoint development and training, and performance measurement.
