PMO/Science & Engineering™

Part of ICF’s family of program management services, PMO/Science & Engineering™ delivers program management experience informed by science and engineering (S&E) subject matter expertise.

The stakes are high for large government science and engineering programs—they address the nation’s most difficult challenges, from protecting our borders to renewing national infrastructures. ICF has supported many of the nation’s most complex programs, including the National Air Traffic Control system, ENERGY STAR, Superfund site restoration, U.S. Air Force maintenance and repair, and U.S. Postal Service operations.

ICF’s holistic approach is based on this experience and addresses the following three levels of S&E program challenges:

  • Extending Science & Engineering Programs

Successful federal S&E programs work to extend across the country to achieve the broadest possible impact. ICF helps national programs collaborate effectively through strategic outreach services, managing technical workshops and conferences, aligning research agendas, and implementing public-private partnerships.

  • Organizing for Science & Engineering Success

For the primary sponsoring agency, the challenge is to coordinate S&E programs across all agency divisions. ICF helps agencies implement the processes needed by S&E enterprises: research and development portfolio management; information sharing; budgeting for research, acquisition, and operating costs; and building organizational capacity.

  • Life-Cycle Systems Engineering

Ground-truth for S&E programs is specific projects that achieve program objectives and change the state of the art. ICF’s Systems Engineering Life Cycle support makes that possible, supporting clear requirements, cost-effective development or acquisition strategies, operations that learn from field experience, and ongoing technology refresh.

Selected Programs

Air Traffic Control Systems Engineering Life-Cycle Support
U.S. Department of Transportation, Federal Aviation Administration (FAA)

ICF has been a leader in implementing systems engineering processes for the FAA. We developed the design and concept of operations (CONOPS) for FAA’s Engineering Center by benchmarking similar centers across government and industry. ICF helped FAA institutionalize Integrated Product Teams. ICF developed an executive portal that helps FAA manage more than 10,000 field projects, providing actionable information for management decision-making.


Aviation Security Technologies Program Management
U.S. Department of Homeland Security, Transportation Security Administration (TSA)

ICF supports the TSA Office of Security Technology in moving new aviation security systems from research into operations. ICF works at the nexus of program management, engineering, and logistics, ensuring that capital investment plans and deployment plans are grounded in solid technical realities. ICF supports long-term strategic management of technology such as for the Next Generation Air Transportation System, and current tactical needs such as life-cycle logistics for the current generation of airport and air cargo screening equipment.


Highway Research Planning
The National Academy of Sciences, Transportation Research Board

ICF developed a research plan to expand U.S. highway capacity by developing approaches and tools to integrate environmental, economic, and community requirements into transportation analysis, planning, and design. ICF combined inputs from national transportation and technology experts to identify 20 research projects that will improve fundamental understanding of transportation capacity and improve integrated decision-making in planning and project development.


Mail Sorting Automation Program Management
U.S. Postal Service (USPS)

ICF has supported USPS Engineering since 1983, adding technology to all aspects of USPS operations. ICF operated the USPS Technology Resource Center, which developed new technologies for optical character recognition (OCR), material handling, route design, and many other applications. ICF tests new systems through analysis and simulation models, and with prototypes in mail sorting centers. ICF has helped USPS partner with technology suppliers so that their R&D aligns with USPS’s needs, while helping USPS maintain sourcing competition from multiple suppliers.


National Laboratory Program Support
U.S. Department of Energy (DOE), Lawrence Livermore National Laboratory

ICF supported various National Laboratory Programs within the Department of Energy. ICF assisted the Environmental Compliance Training Lawrence Livermore National Laboratory’s (LLNL) Environmental Protection Department (EPD) in the design, development, and delivery of technical environmental compliance training. ICF designed the LLNL courses to meet regulatory and DOE requirements and best management practices for a wide variety of waste-related issues. These courses cover technical job-specific topics for LLNL staff at all levels who handle hazardous waste. In total, ICF International has designed and developed 18 courses for LLNL, delivering them more than 450 times.


Science Reporting
U.S. Environment Protection Agency (EPA), Office of Research and Development

The EPA Office of Research and Development (ORD) turns to ICF to communicate the meaning and benefits of research results to specified audiences. ICF wrote 120 summaries of EPA Science to Achieve Results (STAR) research grants, showing how results relate to the EPA performance goals. ICF developed a summary of ORD’s children’s health research portfolio explaining its impact on the state of the science and its potential for improving the health of the nation’s children.
