For more than two decades, ICF International has advised
federal agencies on developing, implementing, and reinventing
regulatory programs. ICF International has a deep understanding
of the regulatory process, having worked on hundreds
of rulemakings.
We have assisted agencies at all stages in the process,
including reviewing new legislation; analyzing regulatory
issues and options; estimating economic, environmental,
business, and other impacts; helping to develop proposed
and final rulemakings; analyzing public comments; developing
implementation and enforcement plans; and preparing
communications, outreach, and training programs.
We have assisted agencies in evaluating and reinventing
their programs, and have built on this experience to
develop proprietary approaches to assist federal clients.
