For more than 30 years and on hundreds of projects, ICF International has provided support and developed tools that help U.S. federal policy-makers and regulatory offices meet their regulatory responsibilities.
Our extensive knowledge of the regulatory process is based on assistance we have given clients at all stages of rulemaking. We have reviewed new legislation; analyzed regulatory issues and options; estimated economic, environmental, business, and other impacts; supported the client’s development of proposed and final rulemakings; summarized and analyzed public comments; evaluated the paperwork burdens of proposed actions; developed implementation plans; and prepared communications, outreach, and training programs.
We also work with agencies to evaluate and redesign their programs and use this experience to develop effective approaches to assist federal clients. For example, we have synthesized more than 20 years of experience on hundreds of public comment projects into our CommentWorks® software, which makes the comment-response process faster, more effective and transparent, and less burdensome for government managers. Designed by ICF experts, CommentWorks® is a commercial, Web-based software tool set for streamlining the process of managing and analyzing public comments.
