ICF International has developed and implemented public education
campaigns for the City of San José, Califonia; the
State of Pennsylvania; the U.S. Environmental Protection Agency
(EPA); and many other local, state and federal organizations
that use the community to reach the community, leveraging
familiar voices and influential leaders, reaching people where
and when they're ready to listen with messages that get their
attention. In fact, we've recently helped the City of San
José maintain its high diversion rate53 percentduring
a yearlong program to add several new recycling services.
A recent report by the U.S. National Recycling Commission
states that a successful recycling program demands an "informed
constituency." What does this say to the nearly 450 reporting
jurisdictions throughout California that have not yet achieved
the 50 percent-by-2000 diversion rate set forth by the California
Integrated Waste Management Board (CIWMB)? It says there's
a lack of knowledge about what is recyclable, how to recycle
certain items, and the benefits of recycling.
