Developing Countries' Pollution
Prevention Project for the U.S. Agency for International
Development (U.S. AID)
ICF International developed and delivered training
programs on pollution prevention concepts, clearinghouse
methods, and pollution prevention assessments
for the Environmental Pollution Prevention Project
(EP3). This project provides assistance to rapidly
developing countries to help establish locally
sustainable pollution prevention programs.
ISO 14000 Training Courses
for the American Society of Testing and Materials
(ASTM)
ICF International was hired by ASTM to deliver its
three-day auditor training program to public-
and private-sector audiences. Attendees receive
detailed training in all aspects of auditing environmental
management systems against the ISO 14001 standard.
To ensure that participants understand the original
intent of the framers, emphasis is placed on interpreting
the specific requirements of ISO 14001.
Toxic Release Inventory (TRI)
Training Workshop for the U. S. Department of
Energy (DOE)
In support of the implementation of DOE's TRI
Program, ICF International developed and delivered
a detailed training course for DOE personnel and
contractors. The course incorporated DOE-specific
guidance regarding standard TRI reporting requirements.
The training also included interactive presentations
and a series of exercises based on a generic DOE
site.
Chemical Safety Audit Training
and Workshops for the U.S. Environmental Protection
Agency (EPA), Office of Chemical Emergency Preparedness
and Prevention
ICF International assisted EPA in developing guidance
and training for EPA personnel involved in the
Chemical Safety Audit Program, which is designed
to support the Chemical Accident Prevention Program.
ICF International developed, and twice delivered,
a five-day training course introducing the principles
of loss prevention and chemical emergency systems
to managerial and technical personnel who have
no prior experience with this material. The training
covered basic chemical process hazards and basic
technologies and practices for addressing those
hazards, as well as procedures for conducting
an inspection to assess prevention practices.
A revised course has been developed and delivered
in conjunction with the American Institute of
Chemical Engineers.
Hazards Analysis Workshops
and Training for the Federal Emergency Management
Agency (FEMA)
ICF International worked with the U.S. Environmental
Protection Agency and FEMA to conduct workshops
on hazards analysis for toxic airborne chemicals.
In addition to handling registration and evaluations,
ICF International prepared and gave instruction on
using a revised booklet, known as the Green Book,
which explains how to solve problems using technical
guidance on hazards analysis. Additionally, ICF International provided training on the use of CAMEO
TM II (Computer-Aided Management of Emergency
Operations) software for emergency planning.
Hazardous Materials Routing
Course for the Federal Highway Administration
(FHA)
ICF International developed this course to train
state and local officials about the routing of
hazardous materials on highways. Topics covered
include definition of risk and relative risk;
identification of potentially affected populations;
selection of appropriate impact radius; determination
of accident rates; use of computer models to derive
congestion impacts; and public participation.
To support the course and FHA objectives, ICF International developed computer software for route
analysis.

Superfund Site Risk Assessment
Training Courses for the U.S. Environmental Protection
Agency (EPA), Office of Emergency and Remedial
Response
ICF International has developed a number of risk
assessment training courses over the years.
One course was a one-day training session, consisting
of a three-hour lecture and a four-hour case study,
on EPA's public health risk evaluation process
under Superfund. Another course was a two-day
course combining public health risk evaluation
training with a full day of instruction on the
principles of risk assessment. Yet another course
presented procedures for conducting Preliminary
Assessments and Site Inspections under the Hazard
Ranking System.
Interactive Videodisc Training
for the U.S. Environmental Protection Agency (EPA),
Office of Underground Storage Tanks
ICF International assisted EPA's Office of Underground
Storage Tanks (UST) in the development of an interactive
health and safety training program for UST workers.
The training drew upon lecture-based UST training
prepared previously by ICF International for EPA.
The training program provides general background
information on the Occupational Safety and Health
Administration's health and safety considerations
and presents information on field equipment likely
to be used. Additionally, inspectors are informed
about how to recognize, evaluate, and control
hazards associated with activities at UST sites.
National Environmental Policy
Act (NEPA) Training for the U.S. Department of
Justice, Office of Justice Programs
ICF International developed and delivered a three-day
training on the requirements of the NEPA and its
application to federally-funded correctional programs.
The course covered a wide range of topics, including
guidance on conducting biological, water resource,
and cultural resource assessments; federal requirements
for the protection of wetlands and protected species;
and the role of public involvement under NEPA
and related environmental laws. The course was
presented with stand-up trainers and with expert
panels with whom the participants could interact,
and attendees were provided detailed notebooks
and other materials that highlighted the most
significant concepts that were presented in the
training.
Radioactive Waste Management
Compliance Training for the U.S. Department of
Energy (DOE)
ICF International developed and delivered a three-day
course outlining the requirements that all DOE
staff must meet in order to comply with the Department's
new radioactive waste management policies, which
are spelled out in DOE Order 435.1. The course
covers the technical, engineering, and legal requirements
for generating, managing, and disposing of radioactive
wastes, as well as issues that must be considered
when DOE sites are being prepared for closure
and release to the public. The course contains
numerous exercises that reinforce the major requirements
in the Order and its accompanying 1,300-page Guidance
document, DOE G 435.1.
Federal Hazardous Waste Management
Requirements Courses for the Commonwealth of Pennsylvania,
Department of Environmental Protection (DEP)
ICF International prepared two, two-day courses outlining
the federal requirements for the management of
hazardous waste. In order to ensure that the training
addressed the needs of the potential attendees,
ICF International conducted a detailed needs assessment
through written interviews, telephone conversations,
and on-site visits to DEP offices. We developed
two distinct courses – one for staff responsible
for reviewing and approving hazardous waste permits
and one for staff who perform facility inspections.
The courses are highly interactive and use exercises
to reinforce the concepts presented during stand-up
sessions. ICF International has conducted this course
at least six times.
