Carolyn Mangrum has more than 40 years of experience working with public and private agencies serving low-income families. A leading consultant in governance practices, she is responsible for oversight of ICF International’s two contracts supporting Head Start grantees in Federal Regions 3 and 10.
Her experience spans the gamut of Head Start operations, including Director of a super-grantee with multiple delegates, Assistant Regional Administrator in the Department of Health and Human Services (HHS), and private consultant. In recognition of her insights into organizational design, she was appointed by the Head Start Bureau leadership as one of three co-leads to oversee the revision to the Head Start Performance Standards.
