Tom brings over 40 years of experience to major petroleum and energy management projects for federal, state, and commercial clients.

Tom is a petroleum and energy management expert with more than 40 years’ experience, primarily with Mobil Oil/ExxonMobil. While there, his team delivered significant annual savings through refinery optimization, domestic and international crude oil trading, risk management initiatives, and gasoline and distillate scheduling and inventory management. This experience included all aspects of the operational supply chain, from crude oil production through refinery optimization to distribution, marketing, planning, and analysis positions.

As part of the Energy Markets team, he assesses the global fuels markets for federal, state, and commercial clients. He focuses on supply and demand analysis, infrastructure development and resilience, market pricing analysis, biofuels pathways and integration, policy impact evaluations, due diligence analysis, and litigation work as an expert witness.

Tom leads the team supporting the Department of Energy’s (DOE) Infrastructure Security and Energy Restoration (ISER) division, providing insight on energy disruptions from hurricanes, wildfires, cyber and human-initiated events, including COVID-19 impacts. He assists the DOE in restoration priorities, analysis of dependent impacts on energy infrastructure, and potential for petroleum, natural gas, and power shortfalls.

Tom’s team supports other federal clients such as the Environmental Protection Agency and the State Department. They also run multiple projects in energy assurance and resilience for New York, Pennsylvania, Hawaii, Florida, Iowa, and other states.

Tom’s commercial work includes industry associations, investment groups, private companies, and litigation expert witness clients. His blend of petroleum industry experience and knowledge of the interdependencies between fuels, power, and alternative fuels and energy infrastructure resilience provides credible and robust guidance to clients.
