Carlos Vélez is an attorney with more than 20 years of experience in the field of public health, primarily in HIV/AIDS prevention, care, and research. He is an expert in organizational development; program development, implementation, and evaluation; and policy development and implementation. He has extensive experience in project, financial, and contract management; budgeting; and evaluation.
Fully bilingual and bicultural and fluent in English, Spanish, and French, he has expertise in the development of culturally competent programs and activities in the public health arena. He has extensive experience in the national public health policy field, having served in the White House and the Department of Health and Human Services (HHS).
