Vice President, Expertise In: Program Management, IDIQ and GWAC Management

Mark Youman

Mr. Youman leads ICF's Multiple Award Contract Program Management Office (PMO). In this role he coordinates ICF service offerings and partners to provide technology and management solutions for indefinite delivery/indefinite quantity (ID/IQ) and blanket purchase agreement (BPA) contracts in agencies such as the U.S. Department of Homeland Security (DHS), Department of Health and Human Services (HHS), Department of State (DoS), and Department of Transportation (DOT). Mr. Youman has 20 years of management and technology services experience covering federal, state, insurance, and health care organizations.

Mr. Youman is a certified Project Management Professional (PMP) and is certified in Federal Enterprise Architecture. His client projects have been recognized with awards from the Industry Advisory Council, the E-Gov Institute, and the American Productivity & Quality Center. He received a B.A. from Vanderbilt University and earned an M.B.A. and a Master of Public Affairs from the University of Texas at Austin.
