Chairman & Chief Executive Officer
Sudhakar
Kesavan serves as the Chairman and CEO of ICF International.
In 1997, he was named President of the ICF Consulting Group
when it was a subsidiary of ICF Kaiser. In 1999, the Group
was divested from Kaiser and became a wholly owned subsidiary of the Company through a joint effort of the management
and CM Equity Partners, and ICF International was launched
as an independent company.
Mr. Kesavan received his Master
of Science degree from the Technology and Policy Program
at the Massachusetts Institute of Technology (MIT), his
postgraduate diploma in Management from the Indian Institute
of Management, Ahmedabad, and his Bachelor of Technology
degree (chemical engineering) from the Indian Institute of
Technology, Kanpur. Mr. Kesavan serves on the Board
of the Rainforest
Alliance,
a New York based nonprofit environmental organization committed to protecting
ecosystems by transforming land-use practices, business practices, and consumer
behavior.

Wasson
Executive Vice President - Chief Operating Officer
John Wasson, an Executive Vice President, has been with
ICF International since 1987. He leads the Company's seven
practices. He holds a M.S. in Technology and Policy from
the Massachusetts Institute of Technology and a B.S. in Chemical
Engineering from the University of California, Davis.

Stewart
Chief Financial Officer
Alan Stewart serves as Chief Financial Officer and has been
with ICF International since 2001. Prior to joining the Company,
Mr. Stewart was chief financial officer at DataZen Corporation,
Blackboard, Inc., and Deltek Systems, Inc., which he helped
take public in 1997. Mr. Stewart received his B.S. in Accounting
from Virginia Commonwealth University and is a Certified Public
Accountant.
Judith Kassel
Executive Vice President - General Counsel
Judith Kassel joined ICF International in 2007 as General Counsel to lead corporate governance initiatives and merger and acquisition activities. Ms. Kassel also was named the secretary of the board of directors at ICF. She has served as deputy general counsel at CACI International and general counsel at GTSI, Corp. Ms. Kassel has a Juris Doctor from National Law Center, George Washington University, and a B.A. from Macalester College.
Candice Mendenhall
Senior Vice President
Candice Mendenhall joined
ICF International in 2008 as Senior Vice President of Human Resources. Prior to ICF, Ms. Mendenhall served as senior vice president of human resources and shared services at Ratner Companies and has held senior leadership positions with Performance Choice Consulting, Freddie Mac, Manchester, Inc., and Mellon Financial Corporation. She holds a B.S. from Brigham Young University.

Douglas Beck
Senior Vice President
Douglas Beck has been with ICF
International since 1995. He is the Director of Corporate
Development. Prior to joining ICF International,
he held executive positions at DRI/McGraw-Hill. Mr. Beck
has a Ph.D. and M.A. in Political Science from the University
of Rochester, M.B.A. in International Business from Columbia
University, and B.A. in Economics and Political Science
from the University of Michigan.
Michael Byrne
Senior Vice President
Michael Byrne joined ICF International in 2006 with extensive public service experience in regional preparedness, response, recovery, and information sharing. He is senior advisor for Emergency Management and Homeland Security. His career ranges from managerial and advisory roles at Microsoft Corporation, The White House Office of Homeland Security, and the U.S. Department of Homeland Security, to 20 years as a firefighter and executive with the New York City Fire Department. Mr. Byrne holds a B.A. from the City University of New York at Queens College.
Isabel Reiff
Senior Vice President
Isabel Reiff joined ICF in 1989 and has more than 30 years of experience in public policy and program consulting. She leads the firm's government sector business development. At ICF she has managed client engagements in housing and community development, environment, and transportation. She has also held positions with federal and local governments. She holds a B.A. from Mount Holyoke College and an M.A. in Architecture and Urban Planning from the University of California, Los Angeles.
Donald Zimmerman
Executive Vice President
Donald Zimmerman is the former CEO of Synergy,
Inc.,
which was acquired by ICF International in 2005. He is the Director of
Strategic Initiatives for
ICF International and has performed and led numerous
client engagements in public policy, program analysis,
and economics. He has
held economic policy positions at the White House and at
the Federal Trade Commission. Mr. Zimmerman holds both
a B.S. and an M.S. in Economics from Illinois State University.

Dr. Frank Abramcheck

The Road Home Program
Frank J. Abramcheck has 25 years of executive leadership, with extensive experience in large-scale information technology and program management solutions in both the public and private sectors, including managing some of the largest IT outsourcing programs in the United States. He currently leads The Road Home program—the largest single housing recovery program in U.S. history—a federally funded initiative being implemented by ICF International for the State of Louisiana to assist homeowners and rental property owners in rebuilding following the devastation of Hurricanes Katrina and Rita. Dr. Abramcheck holds a Ph.D. and M.S. in Physiology from the University of Illinois and a B.A. in Biology from Temple University.

Jerry Croan is the former founder and president of Caliber
Associates, which was acquired by ICF International in
2005. He is a leader in the design and assessment of effective
human services program and has been recognized for his innovative,
client-focused work by the U.S. Departments of Defense, Justice,
and Health and Human Services. He holds a B.S. and
a M.C.P. (city planning) from the Massachusetts Institute
of Technology (MIT).
Ellen Glover
Executive Vice President
Technology & Management Solutions
Ellen Glover joined
ICF International in 2005 and has 25 years
of professional experience in information technology in the
U.S. Federal Government market. She received the Federal
100 Eagle Award in 2001 for her efforts to improve communication
between government and industry and is past chair of the Industry Advisory Council (IAC). Ms. Glover
holds B.A. and M.S. degrees from the University of Pittsburgh.
Philip Mihlmester

Energy & Resources
Philip Mihlmester joined ICF International in 1999 and has 30 years of experience in the technical and management direction of engagements in the energy, environmental, and quantitative analysis areas. He also has held executive positions at Aspen Systems and Applied Management Sciences. Mr. Mihlmester has an M.S. in Operations Research from George Washington University and an A.B. in History from Columbia.
Sergio Ostria

Environment, Transportation, & Regulation
Sergio Ostria joined ICF in 1999 and has more than 18 years of experience with federal, state, and local governments in the U.S., Latin America, Europe, and Asia. His client engagements have focused on the nexus between transportation policies, plans, regulations, projects, and the natural and human environment. Mr. Ostria has an M.A. in Economics from The George Washington University and a B.A. in Economics from University of Maryland.
Jeanne Townend

Human Services & Community Development
Jeanne Townend first joined ICF in 1990 and has more than 20 years of experience in consulting management in the government, commercial, and nonprofit sectors. She specializes
in the nexus between these sectors and the successful implementation of public-private partnerships. She holds an M.A. in Economics from Brown University and a B.A. in Economics from the University of Rochester.
