In June 2006, ICF was one of nine awardees for the DHS Professional and Program Management Support Services (PPMSS) Blanket Purchase Agreement (BPA). The overall objective of the DHS PPMSS BPA is to enhance the performance, quality, timeliness, and efficiency of DHS programs. The ICF team helps facilitate the department's response to a dynamic environment at the national and state levels, and enables DHS to continuously improve mission performance. The scope of this BPA encompasses a broad range of professional and program management services, including among others, strategic and tactical planning, program evaluation and assessments, program tracking and guidance, internal and external oversight and reporting, and transition management.

From program design and startup through implementation and measurement, ICF supports government and commercial clients in achieving program success. The firm provides advanced program management and program management office (PMO) services empowered by expertise in aviation, climate change, defense, energy, environment, homeland security, social programs, and transportation.

What is the DHS PPMSS contract?

The Professional and Program Management Support Services (PPMSS) Blanket Purchase Agreement (BPA) is the U.S. Department of Homeland Security's professional and program management support services contract designed to bring professional and program management support services to DHS and all of its 21 sub-agencies. Services include enterprise and program planning, program integration, and project management in many areas, such as organizational planning, business process reengineering, knowledge and information management, communications, human resource management, and acquisition and source management.

What is the Contract Number and Period of Performance?

The contract number is GS-10F-06-LP-A-0007. The Period of Performance is the Base Year (through June 1, 2007) and four one-year options (through June 1, 2011).

The DHS PPMSS contract is the primary source of professional and program management support services for DHS and all of its components, nationwide.

How can a customer create a task order through the DHS PPMSS contract?

There are four steps for a customer to create a task order through the DHS PPMSS contract:

STEP 1: The customer prepares a Statement of Work (SOW) that includes the work to be performed, location, period of performance, deliverable schedule, applicable performance standards, and any special requirements.

STEP 2: Submit the SOW, an evaluation criteria, and an appropriate funding document to the Chief of the Contracting Office (CCO). The CCO will prepare a request for quotation (RFQ) and issue it to the BPA holders that offer services that meet the SOW requirements.

STEP 3: The CCO, in conjunction with the customer, shall evaluate all responses received from the BPA holders using the evaluation criteria provided to the BPA holders. The CCO is responsible for considering the level of effort and the mix of labor proposed to perform a specific task being ordered, and for determining that the total price is reasonable.

STEP 4: The CCO places the order with the BPA holder that represents the best value.

What types of task orders can be issued under the DHS PPMSS contract?

There are three types of task orders that can be issued under the DHS PPMSS contract:

  • Firm Fixed Price (FFP)
  • Time & Materials (T&M)
  • FFP and T&M combination
