ICF HRSolutions Overview

 

 

ICF International is one of 12 firms awarded the highly competitive HRSolutions Studies and Analysis Support contract by the U.S. Department of the Army. Through this five-year, indefinite delivery/indefinite quantity (IDIQ) contract, ICF may now compete to provide a full range of support to the Army's Human Resources (HR) programs and systems, with a focus on business planning and research and evaluation as it relates to these programs.

The HRSolutions Program Office's mission is to provide support to the full lifecycle of non-personal personnel services and support to Defense personnel communities. Areas of support include policy analysis; training and development; program analysis; risk management and mitigation; analytics; data modeling and management; and predictive modeling.

    ICF International conducted a comprehensive study of Leadership and Leader Development for an Army Technical Branch that included a review of the literature; best practices across other DoD services, Health and Human Services, and private sector; and surveys of the entire populations of officers, non-commissioned officers (NCO), and civilian leaders as well as senior level leader/customers of Technical Branch Services.

    The Army Diversity Office (ADO) contracted with ICF International to complete a comprehensive workforce assessment of diversity issues and conduct an analysis of the Department of the Army's (DA) diversity statistics, policies, processes, and practices. The DA contracted ICF to assess and redesign SEDAT for General Officers and Senior Executive Service (SES) to be more diversity centric and less EO/EEO focused, while adhering to DoD course guidance.

Business Planning

Process Re-engineering - Actions taken by the contractor to identify, analyze, and improve existing processes within an organization to meet new goals and objectives. These actions often follow a specific methodology or strategy to create successful results.

Policy Analysis - Actions taken by the contractor to formalized an approach to studying and assessing projects, policies, and programs and determining their effectiveness.

Operational Business Application - Actions taken by the contractor to focused on implementation of new or existing business processes or software program.

Manpower, Requirements, and Trend Analysis - Actions (concept) taken by the contractor for collecting information and attempting to identify a pattern or trend in manpower or requirements.

Forecasting Manpower, MANPRINT, Strength Requirement, Distribution, and Utilization - Actions taken by the contractor to project manpower needs.

Life Cycle Support and Planning - Actions taken the contractor to support all facets of a process or program for the total life-time of that process or program including planning for:

  • Structuring – Determining and distributing manpower requirements by component.
  • Acquiring – Accessing human resources required to man the force.
  • Distributing – Assigning soldiers based on requirements and priorities and civilians at command discretion based on resource availability.
  • Training and Development – Individual and institutional training, self and leader development, education and support programs.
  • Deploying – Mobilizing; demobilizing, reconfiguring, non-combatant evacuation, and repatriating military members, civilian employees, and contractors.
  • Compensating – Managing pay, allowances, benefits, and financial entitlements of soldiers and retirees; and pay and incentives for civilian employees and contractors.

Research and Evaluation

Training - Actions taken by the contractor to develop familiarization training as it relates to understanding and use of a developed product.

Policy Development - Action taken by the contractor to create a deliberate plan of action to guide decisions and achieve rational outcome (s). Policy merely guides actions toward those that are most likely to achieve a desired outcome. Development is the process of creating policy based on research, coordination, and collaboration.

Life Cycle Support – Actions taken by the contractor to develop Life Cycle Models and Methodologies.

Proof of Concept Studies (to include prototype design and testing) - Actions taken by the contractor to provide proof of concept which is a short and or incomplete realization (or synopsis) of a certain method or idea to demonstrate its feasibility, or a demonstration in principle, whose purpose is to verify that some concept or theory is probably capable of exploitation in a useful manner. The proof of concept is usually considered a milestone on the way of a fully functioning prototype.

Content Management - Actions taken by the contractor to include (CM) a set of processes and technologies that support the evolutionary life cycle of digital information. This digital information is often referred to as digital content. Digital content may take the form of text, such as documents, multimedia files, such as audio or video files or any other file type which follows a content lifecycle which requires management.

Program Analysis - Actions taken by the contractor to ensure a formalized approach to studying and assessing projects, policies, and programs and determining if they are feasible and functional.

Risk Management and Mitigation - Actions taken by the contractor to integrate recognition of risk, risk assessment, developing strategies to manage it, and mitigation of risk using managerial resources. Risk management is a philosophy that attempts to integrate the entire spectrum of exposures that can affect an organization, to include operational and financial risks. It examines the effects of risk on the organization, rather than from the source of the exposure and identifies solutions to minimize their effect.

Analytical Analysis - Actions taken to conduct a formal analysis of a program, product, impact, etc.

Data Modeling and Management - Actions taken by the contractor for structuring and organizing of data which is then typically implemented in a database management system. In addition to defining and organizing the data, data modeling will impose (implicitly or explicitly) constraints or limitations on the data placed within the structure.

Communication Systems Enhancement - Actions focused on developing, upgrading, purchasing, and/or projecting enhancements to communications systems.

Predictive Modeling - Actions taken by the contractor to predict the outcome of something, e.g., implementation of a new project or policy.

Tracking - Actions taken by the contractor to access progress, locations, and impacts of HR Policies and actions reference their customers and programs.

Safety - Actions taken by the contractor to review and analyze incident reports under programs like "Well Being" as an example.

    ICF International Selected for $1.3B Human Resources Services ID/IQ

    ICF Incorporated, LLC, a subsidiary of ICF International, was one of 12 firms awarded the highly competitive HRSolutions Studies and Analysis Support contract by the U.S. Department of the Army. Through this indefinite delivery/indefinite quantity (ID/IQ) contract, ICF may now compete to provide a full range of support to the Army's Human Resources (HR) programs and systems, with a focus on business planning and research and evaluation as it relates to these programs. The five-year contract, which began in December 2009, has a total program ceiling of $1.27 billion.

Steps to Place an Order:

Normally, a potential customer will have had some consultation with ICF or its HRSolutions (HRSS) team members prior to initiating the following steps below. The Customer may also have a White Paper or Concept Paper that has been prepared during the consultation and discussion process.

The customer will usually have developed a Rough Order of Magnitude (ROM) relating to the cost of the effort being considered and will have identified funds (either for start-up or for full requirement).

Process Steps

Step One—Potential customers should contact the HRSolutions Program Office Staff (HRSPO) at 1.703.602.3925 or e-mail Mr. William Upham at william.upham@conus.army.mil to discuss the service they need.

Step Two—The HRSPO staff will assist the customer in developing a Performance Work Statement (PWS). The HRSS program staff will convert the customer's input to a legally sufficient PWS.

Step Three—Once the PWS has been finalized, the customer will transfer the funding to HRSPO. The funding amount will cover the estimated cost of contractor performance and the administrative fee (1-1.5 percent) for the services that will be provided by HRSPO.

Step Four—The HRSPO staff will prepare the Acquisition Package and send it to the Contracting Officer (KO) at the National Capital Regional Contacting Command (NCRCC).

Step Five—The Contracting Officer will approve the Acquisition Package. The KO will send a Request for Proposal (RFP) to all HRSolutions Prime Contractors by e-mail requesting that each Prime provide his or her Technical and Cost Proposals by a specified date (normally a 5-7 day turnaround time).

Step Six—The participating Primes will submit (by e-mail) their Technical and Cost Proposals to the KO at NCRCC for evaluation. The customer will evaluate the technical proposals received, rank order them, and send their recommendations to HRSPO. The HRSPO will forward the recommendations to the NCRCC for the KO's approval. Technical proposals will be rated as either Excellent or Good. NCRCC will evaluate the cost proposals received and rated as Low Price, Medium Price, or High Price. During this evaluation time, the HRSPO staff will directly interface with the KO on the customer's behalf regarding all queries and procurement requirements.

Step Seven—The KO will award the Task Order. The customer and contractor are notified of the award, copies of the task order are distributed, and performance begins.

Step Eight —The HRSPO will oversee Task Order administration on the KO's behalf. The Program Director of HRSolutions will be the authorized "Contracting Officer's Representative" (KOR) who performs all post-award contract administration.
