Federal Government Services

For more than 40 years, ICF International has partnered with federal agencies to design and implement programs that help address the United States’ most critical challenges.

Years ago, we set our sights on designing, implementing, and evaluating strategies and programs that protect and improve the quality of life. More than 70 percent of our work supports federal programs, sometimes through federal contract vehicles. But we also have significant depth and breadth of experience in serving commercial clients; state, local, and regional governments; nonprofits and nongovernmental organizations (NGOs); and international organizations. This diversified perspective enables us to have a comprehensive view of the market and trends and helps inform our solutions in every domain.

Isabel Reiff Talks Government

Watch the videos below as Isabel Reiff, head of ICF's business development and marketing, discusses the latest in federal contracting, including budgeting and procurement, performance and accountability, and how working with the goverment is likely to change in the next few years.

How will working with government change in the next few years?

How important is performance and accountability?

What issues do clients face in this time of tight budgets?

How can the procurement process be improved?

We partner with our clients to solve complex problems and produce mission-critical results. Across our markets, we provide end-to-end services that deliver value throughout the entire life of a policy, program, project, or initiative:

  • Advisory Services—We help our clients analyze the policy, regulatory, technology, and other challenges facing them and develop strategies and plans for responding. Our advisory and management consulting services include needs and markets assessment, policy analysis, strategy and concept development, change management strategy, enterprise architecture, and program design.
  • Implementation Services—We implement and manage technological, organizational, and management solutions for our clients, often based on the results of our advisory services. Our implementation services include information technology solutions, project and program management, project delivery, strategic communications, and training.
  • Evaluation and Improvement Services—In support of advisory and implementation services, we provide evaluation and improvement services to help our clients increase the future efficiency and effectiveness of their programs. These services include program evaluation, continuous improvement initiatives, performance management, benchmarking, and return-on-investment analyses.

Over time, we've grown organically and through strategic acquisitions, but ICF's vision hasn’t changed. Throughout our 40-year history, ICF has never strayed from focusing on programs that address important problems. We've established a reputation for applying creative thinking and intellectual vigor to develop solutions that make a difference for individuals, families, businesses, and communities. We've never veered from our commitment to our clients’ success. That persistent vision is the basis for our vitality.
