Cultural Resource Management: CEQA, NEPA, and Section 106

ICF International's Stephen Mikesell and Terry Rivasplata will be the instructors for "Cultural Resource Management: CEQA, NEPA, and Section 106," an upcoming workshop at the University of California, Davis.

Learn how cultural resource concerns can help or hinder your community or development projects and how these concerns can derail environmental review or become part of a community's sustainable design strategy. Gain an understanding of key historic preservation laws and how historic preservation can be an asset for community revitalization as well as for successful commercial and residential projects. Explore practical issues involved with implementation and avoid unnecessary delays in environmental reviews by learning how to comply with historic preservation requirements under the California Environmental Quality Act (CEQA), the National Environmental Policy Act (NEPA), and Section 106 of the National Historic Preservation Act (NHPA).

    Stephen Mikesell

    Stephen Mikesell is a senior architectural historian managing large consultation projects in New Mexico, Washington State, and Ohio. His experience includes managing complex survey and evaluation studies and handling the most complex Section 106 compliance efforts.

    He has prepared book-length analytic tools for historic bridges and military properties in California. He was the Deputy State Historic Preservation Officer in California from 2001–10. Previously, he was a partner in JRP Historical Consulting Services. He also worked at Caltrans, where he wrote the book Historic Highway Bridges of California. He received a B.A. in History from Harvard University and an M.A. in history from the University of California–Davis.

  • Terry Rivasplata

    Terry Rivasplata

    Terry Rivasplata, a Senior Environmental Planner with ICF International, specializes in preparing California Environmental Quality Act (CEQA) documents for projects ranging from schools to general plans. He teaches classes on CEQA and related topics for clients and the University of California Extension.

    He was with the Governor's Office of Planning and Research from 1985 to 1998, including a stint as the chief of both the state clearinghouse and the planning unit. He participated in drafting the 1998, 1997, and 1994 amendments to the CEQA Guidelines. He is the editor of the Environmental Assessor for the Association of Environmental Professionals and was coauthor of the 1998, 1990, and 1987 editions of General Plan Guidelines.
