U.S. General Services Administration: Continued success with ICF

Modernizing government services

50+
years partnering with federal agencies
10+
years partnering with GSA

ICF is a full-service IT provider, collaborating with government and commercial organizations to deliver innovative technology solutions.

Working together, we continue to support GSA in their mission to create effective and efficient government for the American people. We create innovative technology solutions that deliver the best customer experience and value across GSA’s service areas—emphasizing speed, adaptability, quality, security, and functionality.

GSA and ICF

We’ve helped GSA deliver efficient and effective government services to the government and the American people for more than 10 years. Successful modernization requires an artful blend of people, process, and technology considerations—with a relentless focus on enabling business transformation. Our experts intersect technology, human-centered design, and government services to democratize data and create resources that help GSA support their federal customers and the citizens they serve, while unlocking innovation for the agency.

We have deep experience implementing the full range of AWS capabilities, from bespoke enterprise applications and advanced analytics to full managed services of clients’ AWS ecosystems. At last year’s AWS Summit event, we spoke with Sagar Samant, GSA IT ACIO, FAS, on how GSA’s shift from a cloud-first to a cloud-smart strategy could provide a template for agencies to supercharge mission outcomes.

Our approach to modernization—it’s more than just technology

People

We bring human-centered strategies to our fusion teams of industry experts so we can keep the focus on people while propelling business outcomes.

Process

We combine Agile workflows, SecDevOps, and evidence-based decisions to build solutions that are fundamentally secure, adaptable, and data-driven.

Technology

We integrate the best of existing marketplace products, emerging technologies, SaaS, and custom code development to create the most effective and economical solutions.

GSA Innovation Through IT O&M

How GSA revolutionized asset management and reduced annual IT O&M costs

After partnering with ICF to build and deploy a unified, scalable solution to automate logistical functions, GSA has seen a reduction in IT O&M costs by $2M annually. In this case study and webinar, GSA and ICF program managers describe the revolutionary cloud-based system that changed the game for how the Office of Facilities Management handles its workload.

Assisted Services Shared Information SysTem (ASSIST)

ICF modernized the ASSIST application from dozens of disparate systems to what is now a fully integrated, user-centric, and secure platform operating as the first major system on GSA’s FAS Cloud Services (FCS). As a result, ASSIST now processes exponentially more transactions than its predecessor. As modernization is a continuum, ICF is already embarking on developing ASSIST’s next generation application.

Integrated Award Environment’s (IAE)

ICF supports the Integrated Award Environment’s (IAE) mission to modernize the award experience through innovative and user-friendly systems. We’ve helped GSA evolve and integrate the existing shared portfolio of eight electronic systems used for awarding and administering federal financial assistance (i.e., grants, loans) and contracts through Scaled Agile Framework (SAFe) development processes on the FAS Cloud Services (FCS) platform and others.

Electronic Acquisition System integrated (EASi)

Since 2014, we've supported GSA’s Public Building Service use of the Electronic Acquisition System integrated (EASi) to complete acquisitions with acquisition plans, procurement requests, solicitations, awards, and receiving reports. EASi processes over 40,000 awards and obligates nearly $4 billion annually within the application.
